A. Situation analysis

Description of the disaster

In Sudan, heavy rains from July to September 2014 led to flash flooding, which affected more than 266,000 people in 13 states (Source: Humanitarian Aid Commission/OCHA, 9 September 2014).
According to the Ministry of Health of Sudan (MoH), 39 people were killed and 204 injured. Widespread destruction was caused to people’s homes, crops and public infrastructure. The flood-affected population’s access to water supply and sanitation services were also disrupted.

On 24 September 2014, the International Federation of Red Cross and Red Crescent Societies (IFRC) allocated CHF 303,916 from the Disaster Relief & Emergency Fund (DREF) to support the Sudan Red Crescent Society (SRCS) respond to the needs of the flood-affected population in Kassala, River Nile and Sennar states for a period of 3 months.

During the course of the flood response, the SRCS has reached at least 25,170 people (4,195 households) across Kassala, River Nile and Sennar states, which equates to approximately 140 per cent of the intended target (18,000 people / 3,000 households).This was made possible thanks to additional support from other partner organizations to the SRCS, in addition to the DREF allocation.
IFRC wishes to notify the partners, which replenished this DREF that the basic non-food items (NFIs), which were procured through the IFRC East Africa and Indian Ocean Islands (EAIOI) regional representation, were not distributed due to challenges experienced with customs clearance resulting in a two month delay in their arrival into Sudan. Nonetheless, the SRCS was able to meet the immediate needs of the affected population (in Kassala state) through support received from the Ministry of Water Resource Water and Environmental sanitation (WES) and United Nations High Commissioner for Refugees (UNHCR). The IFRC Sudan country representation will now oversee the use of the basic NFIs for 2,500 households, which have been retained and not used to replenish SRCS stocks (500 households), and are being stored in the SRCS warehouse. A Memorandum of Understanding (MoU) has been developed with the IFRC and SRCS to ensure that these items are managed according to the appropriate stock management procedures, and will be used in future DREF or Emergency Appeal operations as required.

The Canadian Red Cross/Government, Netherlands Red Cross/Government and Spanish Red Cross/Government AECID have contributed to the replenishment of the allocation made for this DREF operation. The major donors and partners of DREF include the Australian, American and Belgian governments, the Austrian Red Cross, the Canadian Red Cross and government, Danish Red Cross and government, DG ECHO, the Irish and the Italian governments, the Japanese Red Cross Society, the Luxembourg government, the Monaco Red Cross and government, the Netherlands Red Cross and government, the Norwegian Red Cross and government, the Spanish Government, the Swedish Red Cross and government, the United Kingdom Department for International Development (DFID), the Medtronic and Z Zurich Foundations, and other corporate and private donors.
