Situation

1. Two weeks ago, three days of heavy rain led to flooding in inhabited areas of Los Palos in Lautem District (Population: 55,000), in the eastern part of East Timor. The worst affected area is the town of Los Palos, the District capital (Population: 7,000). According to the Lautem District authorities, Luro has also been affected by flooding, with food being the relatively urgent requirement for around 200 people. Further information indicates that Iliomar sub-district has no urgent need for humanitarian assistance.

2. According to the National Emergency Operations Center and the District administration the number of affected people has increased to 2508 people (513 families) who are in need of some kind of assistance, including 126 families whose houses have been damaged. One person was reportedly killed. The families who were living in emergency shelters have reportedly returned to their homes despite the condition of their houses.

3. Access to the affected areas is still posing a significant problem. However, emergency repairs of the access road now allow access also by 15t trucks to Los Palos town, in addition to access by air.

4. Most immediate emergency needs have been met.

National and International Response

5. District authorities and the National Disaster Management Office continue to coordinate the relief efforts in the field. District authorities are also finalizing a detailed report on the flood situation, as well as identifying longer-term needs.

6. 19.35 metric tons of food relief from WFP is being airlifted to Los Palos, in coordination with the US Support Group East Timor (USGET). This is the second delivery of food relief to the affected population. The NGO Concern International is assisting in the reception and transport of the food relief. WFP will also provide the additional food required for Luro, but if this cannot be managed in this delivery, alternative arrangements will be made. Lautem District will have a sufficient buffer of food to meet the needs of the affected population in Luro until further deliveries.

7. The Special Representative of the Secretary-General has released US$ 5,000 for reconstruction of houses in Lautem District. Sectoral specialists from various ETTA sectors will soon carry out assessment of the reconstruction and rehabilitation needs within the health, sanitation, agriculture and infrastructure sectors.

8. OCHA remains in close contact with UNDP East Timor and the NDMO in Dili, and will revert with further information.
