Tropical Storm "Debby" downgraded to an open tropical wave

1. The National Weather Centre in Miami reports that "Debby" has been downgraded to an open tropical wave with no definable center. On 24 August 2000, at 1500GMT, this tropical wave was moving westward about 20 mph (32 km/h). Maximum sustained winds remain near 40 mph (64 km/h) over the waters between eastern Cuba and Jamaica within an area of heavy thunderstorms. All tropical storms watches and warnings have been discontinued for Cuba.

2. The Office of the United Nations Resident Coordinator in Cuba reports that, according to the Cuban Civil Defense, some 30,000 evacuees are now returning to their homes. Moderate rainfall was reported in Eastern Cuba, especially welcomed in the easternmost province of Guantanamo, affected by an eight-month long drought.

3. The United Nations Disaster Management Team (UNDP, UNICEF, WFP, FAO, UNESCO, WHO/PAHO) in Cuba met on 22 August to review the situation and the existing contingency planning. The UNDMT considered that, in spite the improvement of the weather conditions, it would remain operational and would be convened immediately should the weather situation so require.

4. This is the last situation report on Tropical Storm/Hurricane "Debby", unless further developments occur.
