1. The National Weather Centre in Miami reports that "Debby" has been downgraded to a tropical storm. On 24 August 2000, at 1200GMT (2412Z), the center of Tropical Storm "Debby" was located near latitude 19.5 north and longitude 77.0 west or about 135 miles (215 km) west-southwest of Santiago de Cuba in Southeastern Cuba. Tropical Storm "Debby" is moving toward the west near 20 mph (28 km/hr) and this general motion is expected to continue for the next 24 hours. Maximum sustained winds are near 40 mph (65km/hr) with higher gusts.

2. A tropical storm warning is in effect for the north coast of Cuba, for the Provinces of Guantanamo, Holguin and Las Tunas. A tropical storm watch is in effect for the Provinces of Camaguey and Ciego de Avila. This watch could be shifted westward later today. Tropical storm warnings for the Central and Southeast Bahamas were discontinued at 1000GMT.

3. Heavy rainfall has been affecting parts of the Dominican Republic, Haiti and Eastern Cuba. In Cuba, thousands of people have been evacuated from low-lying areas in a timely and orderly fashion, while emergency teams have been deployed to the eastern-most part of the country.
