Challenges

Many of the displacement sites in Bangui, including the largest Airport M'Poko site, have poor soil drainage/absorption properties and have potential of becoming swamps during the heavy rainy season between July and October according to the site vulnerability study done by the Shelter/NFI Cluster in February. The Shelter/NFI Cluster has been working closely with the CCCM and WASH Clusters to provide appropriate measures in time to ensure that population will not be exposed to water hazards and accompanying health risks e.g. cholera. Today, the site assessment is underway to identify contingency sites for potential voluntary relocation from those vulnerable sites alongside a strong advocacy and response effort to create conducive conditions for return.

Return of IDPs

In the Prefecture of Ouham, return is being observed progressively among the non-minority population. The inter-agency assessment which took place in early February allowed the Shelter/NFI Cluster to understand the magnitude of the needs in communities and to plan for the intervention. A series of distribution is underway in priority communities to support IDP returnees and to anchor their durable reintegration.

In Bangui, the Shelter/NFI Cluster has been supporting the initiatives by the Protection Cluster and the Return Taskforce to create conducive conditions for return. Under the Shelter/NFI Cluster "night shelters" were constructed to allow returnees to spend nights in safety, ensured by the international forces, in case of insecurity in their neighborhood in the 5th Arrondisement. Due to the high demand, an additional "night shelter" site will be constructed in the next weeks.
