PHILIPPINES Conflict between the Moro National Liberation Front (MNLF) and the Armed Forces of the Philippines which began on 9 Sep has displaced nearly 129,000 people in Zamboanga and Basilan, as of 23 Sep. They are staying in 35 evacuation centers in Zamboanga and 11 in Basilan. 128 people have been killed. Sporadic fighting continues.

SOUTHEAST ASIA A tropical depression formed in the South China Sea and moved over land during the weekend bringing heavy rain to SE Asia. In Lao PDR, as of 20 Sep, an estimated 14,000 people were affected in the four southern-most provinces. Two people were killed and one is missing. In Vietnam, heavy rain and flash floods resulted in at least 10 people dead and 12 others missing in the central provinces. In Thailand, more than 3,800 families have been affected and more than 1,000 houses damaged. In Cambodia, provinces along the Mekong river report water levels are approaching or have surpassed emergency thresholds.

PHILIPPINES and CHINA Super-Typhoon Usagi, reached a category 5 level before slowly weakening.
In the Philippines nearly 48,000 people were affected. Region II is the worst affected area. The Government reports dispution in power and communications. The water system in areas is also damaged. More information is expected shortly. In China, media reports say that two people are dead and two others missing in Taiwan Province, while in mainland China 25 people have died and more than 80,000 evacuated as Usagi made landlfall on 23 Sep. At least 50,000 relief workers were deployed to Fujian province. The power supply there and in neighboring Guangdong has been cut off.

PAPUA NEW GUINEA On 18 Sep, a hail storm struck East Manda District in Jiwaka. More than 5,000 people were affected and are in need of food and clean water. OCHA and National Disaster Centre are monitoring the situation and waiting for the assessment report from district and provincial officials.

INDONESIA Renewed volcanic activity on Mt. Sinabung late on 17 Sep, brought the number of displaced people to over 7,500.

JAPAN Tropical Cyclone Pabuk has formed north of the Northern Mariana Islands and is expected to move NW towards Japan. The storm is not forecasted to make landfall, nor to threaten any populated areas.
