Situation Report 7: Duzce Earthquake, Turkey

GENERAL SITUATION
As of 08:00 hrs 18 November 1999, and as reported by the Prime Ministry Crisis Management Center, the number of fatalities is 550 and injuries 3313. The number of buildings that have collapsed is 750.

Eight (8) persons were rescued alive, as 18 November, by national and international SAR teams. SAR work continues, yet a week past the quake, several international teams have started departure.

NATIONAL RESPONSE

To date and as reported by the Prime Ministry Crisis Management Center, the following relief items, including personnel for SAR and other activities, have been dispatched to the affected area:

Country Level International Response

A detailed list of Donor's Contributions, based on information provided to the UN Resident Coordinator's Office by the Diplomatic Missions in Turkey as well as information collected by the UNDAC teams in the field, is attached.

OSOCC Structure:

The OSOCC is currently established in Duzce and will move within 24-48 hours to Bolu in order keep closer links with the Governor's office and the local crisis center.

Assessment Results

Water

In Duzce, water continues to be provided from tankers. A team of experts from the USA, Germany, Austria and MSF (France) are presently assessing the town's water distribution system as well as underground fresh water resourses. In Kaynasli, the water distribution system is damaged. Water continues to be provided from tankers. Water experts will assess the water situation in Bolu and Kaynasli.

Electricity

Power plant in Duzce functions, yet the lines are down and local authorities are focusing on distributing power to the tent cities. In the meantime, a USA expert will report on the results of assessments soon. Kaynasli's distribution system is also down and the US expert's assessment report will be presented today or tomorrow. Food

The Turkish Red Crescent serves 14.000 hot meals a day in Duzce, 10.000 in Kaynasli and 10.000 in Bolu, with 10 mobile kitchens at each city. Private companies also serve hot meals.

There is reportedly adequate food in the affected areas. However, UNICEF advises that risk of malnutrition, especially for children, exists. UNICEF will distribute, starting Monday, high protein biscuits to children for 30 days.

Health

In Bolu, 3 hospitals are severely damaged. There is urgent need of tents, as well as portable toilets, also for the health personnel. There is however no immediate need of medical supplies. An OSOCC member will survey the field hospitals of Israel, Egypt and Russia to ensure that local hospitals can coordinate with the services provided.

IMMEDIATE RELIEF NEEDS

Winterized tents remain the most pressing need, especially considering sub-zero temperatures at night and the continuous rain in the area and the inclement weather forecasts.

The entire population of Duzce and Kaynasli are in effect homeless at the moment, all camping out either in the provided tents, or in make shift structures, both due to damage in their homes and due to fear of moving back in. Duzce's population is 75.000 and Kaynasli 7.000. As not all tents provided by the national authorities are winterized, at least 18.000 winterized tents are required in the area, in addition to the pledged international contributions (winterized tents) as mentioned in the Donors Contribution Table, attached.
