Operational Context
Somaliland has remained relatively stable since its unilateral declaration of independence in 1991 with functioning institutions and a peaceful transfer of power via democratic elections in 2010.
Somaliland has a longstanding border dispute with neighboring Puntland, while the eastern parts of Sool and Sanaag are contested.
The Buhoodle district of Togdheer region also demonstrated secessionist aspirations, resulting in sporadic conflict with the Somaliland Government, including in early 2012. While access to these areas is challenging, most of Somaliland is readily accessible to aid agencies. Prolonged drought was the major cause of displacement in recent years, especially in Sool, Sanaag, and Togdheer regions.
