Rapid technical assessment of the affected islands by TC Jasmine in Tafea Province

INTRODUCTION

Tropical Cyclone Jasmine passed close to Tafea Province on 10th February 2012. The islands that were reporting some sort of damages done by this cyclone were Tanna and Aneityum. These are the islands which still have communication linkages using the two mobile networks. The NDMO could not establish communication with Futuna and Aniwa islands. Initial damage reports were coming in from different sources and this information needed to be verified by an independent source and therefore the NDMO organized and deployed a rapid technical assessment team from Port Vila. A Rapid Technical Assessment (RTA) is usually undertaken after the Initial Community Assessment (ICA) has been undertaken at the community level after a hazard (cyclone) had passed through a location and in this case TC Jasmine over some islands in Tafea province. The targeted islands are Tanna, Aniwa, Futuna and Aneityum. The RTA was undertaken 2 – 5 days after TC Jasmine passed close to the above mentioned islands. A team consisting of specialist from each cluster was deployed on the 12th and 13th February 2012 from Port Vila to do this assessment and report back to the NDMO.

RECOMMENDATIONS FOR NATIONAL DISASTER COMMITTEE (NDC) CONSIDERATIONS The NDMO would like to therefore recommend that the NDC consider the following recommendations resulting directly from Tropical Cyclone Jasmine and other needs that were identified by the assessment team. Recommendations had been broken down by sector for attention by each respective government and partner agencies.

FOR NATIONAL DISASTER MANAGEMENT OFFICE (NDMO)

  1. A detailed assessment of Aneityum with representatives from Agriculture, WASH and NDMO;
  2. NDMO as the lead agency for logistics cluster to complete a communications audit throughout Tafea and Vanuatu for MOH, VMGD, Air Vanuatu, Police, etc. to ensure all HF Radios; a. Maintained and operational; b. Frequencies turned in to HF set and are available; c. Access to the HF set (i.e airports terminal operators, police, health, chef, forecaster, Area Council Secretaries, Community Disaster Committee chairperson etc)
  3. All frequencies are available to the NDMO.

FOR DEPARTMENT OF AGRICULTURE & RURAL DEVELOPMENT (DARD) 4. Supply of seeds and seedlings to those communities identified above (Tanna and Aneityum); 5. Provision of planting materials from VARTC ( Santo), DARD (Efate) and Montmartre farm ( Efate) of early maturing crops such as cassava, sweet Potatoes (Baby Kumala), Taro and Banana. This would be established at the Isangle Agriculture station for multiplication/bulking purposes and for distribution to farmers. 6. DARD Field officers to advise farmers on sustainable farming practices such as contour farming/terrace on sloppy areas and agro-forestry to prevent strong winds, soil erosion and landslides during cyclone. This should include the introduction of vetiver grass from Anietyum (Analcuhat) to control soil erosion. 7. DARD field officers to introduce other root crops that are resilient to strong winds. one of this crop that is very popular in the North ( Ambae) that have prove to stand against very strong winds is the Navia. Seedlings are available at the VARTC (Santo) and on Teouma (Efate). There should be multiplication/and bulking plots at the Isangle Agriculture so that seedlings may be distributed to farmers. 8. Department of Agriculture with assistance from NDMO to produce education materials on traditional farming calendars, crop diversity and farming systems to improve soil and how that relates to disasters. 9. Encourage the traditional practices of food preservation during disasters. FOR RURAL WATER SUPPLY UNIT

  1. Get Officer from Rural Water Supply to repair water systems that were damaged or down.

FOR PUBLIC WORKS DEPARTMENT

  1. Link the costs for the repair of Lenakel wharf to the shipping project about to start in Vanuatu and Tanna.

FOR MINISTRY OF EDUCATION

  1. MOE and Department responsible for Primary Education develop plans to relocate a school on Aneityum to a safe location.

FOR MINISTRY OF HEALTH 2. Ministry of Health to complete an audit throughout Tafea and Vanuatu for all medical facilities; a. Medical buildings are maintained and operational; b. Medical facilities and supplies are well stocked; c. Process of ordering and delivering medical supplies is working; and d. Medical personnel that are allocated to areas are in place. 3. Ministry of Health with assistance from NDMO to work with Air Vanuatu to prioritise medical supplies as cargo, especially following a disaster.

FOR VHT AND NDMO 4. Organize and arrange Supply of water tanks to Envitana and Ikamattaoareas as people within these communities do not have access to good drinking water;
5. Organise and arrange for the containers (jerry cans) and pipe to Uje and Anathawei. 6. Following a communications audit source funding support from partners to assist with making HF radios available in areas that do not have access to communication; and 7. Work with Radio Vanuatu and FM 107 to ensure access to all communities.
