CERF High-level Pledging Conference

The High-Level Conference on the CERF will be held on 15 and 16 December in New York. On 15 December the Under-Secretary-General and Emergency Relief Coordinator, Ms. Valerie Amos will open the conference with a briefing on the activities of the CERF in 2011, including the outcomes of the Five-year Evaluation of the Fund. She will be joined by Mr. William Swing, Director-General of the International Organization for Migration, who will discuss the impact of the CERF from an agency perspective. A reception will follow, hosted by the governments of Sweden and Mexico.

On 16 December, Secretary-General Ban-Ki moon will open the Ceremonial Session of the Conference. He will be followed by a documentary on CERF-funded projects, followed by statements from Ms. Maikibi Kadidiatou Dandobi, Minister of Population, Women’s Promotion and Child Protection of Niger, and Mr. Christian Friis Bach, Minister for Development Cooperation of Denmark. Pledging begins immediately afterwards.

CERF Advisory Group Meeting

The Advisory Group of the Central Emergency Response Fund held its second meeting of the year in New York on 27 and 28 October 2011. The Emergency Relief Coordinator, Ms. Valerie Amos, provided an update on the use and management of the Fund since the Group’s last meeting in April 2011. She also presented the results of the General Assembly-mandated Five-year Evaluation of the CERF, and the Management Response Plan developed in response to the evaluation.

The Advisory Group discussed the outcome of the Five-year Evaluation and key findings of the four country studies conducted in Bolivia, Colombia, Ethiopia and Zimbabwe under the Performance and Accountability Framework. They also considered a number of policy issues including the timeliness of CERF-funded activities, the quality of reporting on results, and the CERF’s potential role in funding preparedness activities. The Advisory Group met with partners from the Inter-Agency Standing Committee to discuss the effectiveness of CERF support to humanitarian interventions to gain partner perspectives. The next meeting of the CERF Advisory Group will take place in Geneva in 2012.

Member States Briefing

On 31 October, the Emergency Relief Coordinator briefed Member States in New York on the operations of the CERF in 2011. Her presentation included funding allocations in 2011, a brief overview of the October CERF Advisory Group meeting in New York, and the Findings and Recommendations of the recently concluded Five-year Evaluation of the CERF.
