Situation overview

Leer County is one of the most Counties which has been affected by floods in 2020 and 2021 and the flood water was not yet rescinded fully. Some people were still living on the highlands when the rain of 2022 started in the month of July. People have lost all the resilience against the shock.

Local authorities reportedly that 90% of the area is flooded, an estimated total number of over 8*49,000 individuals/8,200 HHs** displaced and 66, 000 individuals/11,000 HHs affected population continues to face numerous challenges, chronic food insecurity, yearly flooding from the river Nile and heavy rains, malnutrition and disease. Local authorities in all assessed four locations reportedly the decrease of insecurity (cattle raids and Revenge Killings) since the last two months expected to be the outcome of the ongoing peace conference between Mayendit, Koch and Leer. According to the authorities, Leer County started receiving torrential rains starting from end of July 2022 which intensified throughout the month of August 2022. Leer County being the most susceptible to flooding due to the poorly drained flat lands, compounded by the flood water from last two years which was not fully rescinded made the situation worse. The community and humanitarian partners have witnessed intense flooding since the beginning of August 2022.

From 12 – 14 September 2022, humanitarian partners based in Leer (UNIDOR, HRSS, CH, NH, HFO, SSRC, MHA, INTERSOS, RRC) and OCHA representing ICCG members from Bentiu with the tremendous support from WFP (by providing SHERPS) successfully completed IRNA in only four locations (Juong, Payak, Thonyor and Muom/Din-din/Adok) of Leer County, the team assessed an estimated population of 6,480 HHs.

Access to different locations within Leer County is impossible throughout by road except by local canoes which are very expensive (10, 000 – 15,000 SSP per a person). Humanitarian partners on the ground do not have boats except WFP SHERPS. Therefore, the humanitarian team movement was confined to four locations, the flood made it impossible to reach out to the population hosted outside Leer Town, and the populations were scattered. The team managed to reach and assess the IDPs in four locations and surrounding villages by footing and using canoes.

The IRNA findings indicated that 75 villages out of 112 villages of Leer County were submerged and 8,050 HHs/48,295 individuals have been displaced and affected by the flood, some villages in Leer County (at around 37) are partially affected. The team could not confirm the figures in all Payams, further verification need to be done during response which will target the most vulnerable only. This figure was agreed after a long discussion with RRC focal point and it was similar to IOM-DTM.

There is a big concern on overcrowding (more than 7 families reportedly sharing one shelter) and lack of proper medical facility in the County. Also many people reportedly are cut off from accessing medical services, no medicines in the existing facilities. Some facilities were observed flooded and partners are delivering services under the trees in open spaces.

During assessment period, the team has confirmed that general food distribution completed in Leer Town, Dindin, Padeah and Thonyor. However, the flood is also affecting access to Education, Health, WASH and Nutrition centers in the most affected Payams.

The key assessed needs are ES/NFIs, FSL, Health, Nutrition, WASH/Sanitation and hygiene and Protection.

ICCG Light Response to Leer County

  • UNHCR through UNMISS was expected to deliver CRI/NFI (blankets, Sanitary pads, sleeping mats, collapsible jerry can to support 300 PSN. Deliveries of items still pending due to the logistical challenges.

  • UNICEF to deliver school learning and scholastic materials to more than 1,000 school children.
    Logistics arrangements are underway.

  • UNFPA through UNIDOR delivered 5 cartons of dignity kits for flood affected populations in leer County.

  • WHO delivered assorted drugs for flood affected population in Leer County.
