Joint statement by the United Nations Resident Coordinator and Humanitarian Coordinator in Syria, Imran Riza and the Regional Humanitarian Coordinator for Syria, Muhannad Hadi on the situation in Al-Hasakeh, 23 January 2022

The United Nations Resident Coordinator and Humanitarian Coordinator for Syria, Mr.Imran Riza, and The Regional Humanitarian Coordinator for Syria, Mr. Muhannad Hadi express deep concern about the safety and security of civilians caught up in deteriorating security conditions in Al-Hassakeh.

On 20 January, an attack on Sina’a prison in Al-Hasakeh city resulted in rapidly escalating hostilities with gunfire and explosions reported from the area. Civilian casualties have been reported and about 45,000 people have been displaced from their homes. Most of the displaced people have sought safety with family and friends in nearby areas. About 500 people are being hosted at two temporary shelters.

With cold winter conditions across Syria this week, affected people urgently need basic supplies, including food and household items. Humanitarian organizations are scaling up to assess and respond to the needs of those who have fled their homes. Unhindered humanitarian access by all concerned parties is paramount to ensure emergency assistance reaches affected people.

All parties to the conflict are reminded of their obligations under international humanitarian law to protect civilians and civilian infrastructure and to avoid the use of explosive weapons in populated areas, given their likely indiscriminate effects. International law requires that all parties to the conflict do their utmost to protect civilians and allow safe passage to those wishing to flee, while those wishing to stay must be protected.
