This presentation to the Emergency Relief Coordinator of 17 February 2021 showcased interim findings of a first round of independent impact evaluation. The evaluation carried out by the Centre for Disaster Protection and Oxford University found rigorous evidence that recipients of anticipatory cash transfers were more likely to evacuate families and livestock, and lost fewer assets. Beneficiaries were less likely to borrow any amount post-flooding and borrowed more effectively. The study observed higher child and adult food consumption and life satisfaction, and saw that beneficiaries recovered more quickly after the floods. These results persist over months, indicating that even one-off anticipatory (cash) assistances have an impact in the long run. (See attached PowerPoint for more details).
