General Objective

Inform multi-cluster humanitarian programming for the Afghanistan response by identifying inter-sectoral needs and how they inter-relate across different geographic locations and population groups outlined in the Humanitarian Needs Overview (HNO). Findings from the first assessment will then inform the 2020 HNO, and support the updating of the 2018-2021 Humanitarian Response Plan (HRP) for 2020 (and subsequent rounds to inform future HNO/HRP cycles).

Specific Objective(s)

1. Provide a comprehensive evidence base of multi-sectoral needs2 among crisisaffected populations in Afghanistan, including:

  • All populations residing in Hard to Reach (H2R)3 districts (inclusive of displaced and non-displaced),

  • Recently displaced Internally Displaced Persons (IDPs), residing outside H2R districts (displaced within six months),4 - Non-recently5 displaced Internally Displaced Persons (IDPs), residing outside H2R districts (displaced for six months or longer),

  • Returnees (both registered and undocumented), residing outside H2R districts,

  • Non-displaced conflict-affected persons in 10 prioritised provinces6 - Non-displaced natural disaster-affected persons in 10 prioritised provinces7 - IDP returnees, residing outside H2R districts,8 - Pakistani refugees, residing outside H2R districts9.

  • In addition to the above, cross-cutting at national level between all vulnerable groups will be comparisons between male and female headed households, as an indicator of gender-based vulnerability10.

2. Provide a comprehensive evidence base of multi-sectoral needs among different geographical locations in Afghanistan, including:

  • Comparison betweeen all provinces,

  • Comparison between Hard to Reach districts,

  • Comparison between Hard to Reach areas as a whole population group and accessible areas at the national level, to the extent possible given the different methodologies and units of analyses,

  • Comparison between urban and rural areas across the whole sample, at national level.

3. Develop severity index of sectoral needs and composite index of inter-sectoral need through which to identify priority areas and population groups with intersectoral, overlapping needs and support annual People in Need (PiN) calculations at sector and cross-sector level

4. Better understand the reasons these needs inter-relate and aggravate one another and affect different geographic areas and population groups differently.

5. Conduct longitudinal trend analysis across all WoAA data, spanning six years (2018-2023), following completion of the fifth round of assessment.
