On 12 March, the government implemented and later further strengthened quarantine measures in Ukraine due to the COVID-19 pandemic. The government restricted or suspended public transportation, temporarily closed crossings of the contact line, temporarily closed or reduced operations of commercial businesses and stores, switched to remote learning and work, as well as implementing additional sanitary and epidemiological demands — this all has brought significant changes and limitations into people's lives, including the conflict-affected population in Donetska and Luhanska oblasts and internally displaced people (IDPs).

In order to better understand the range of issues, challenges and needs that emerged due to the imposed quarantine, the NGO Right to Protection (R2P) conducted a phone survey of 2,435 IDPs and conflict-affected people (1,465 women and 970 men).
