Community Facing Key Messages on Essential Services and Assistance

The following messages should be announced in the camps for community’s awareness. This should be disseminated in addition to the Key Messages for COVID-19 Prevention, Mitigation and Response.

In order to minimize risk of exposure of COVID-19/Corona Virus to refugees and staff and stop spread of the disease, the office of Relief and Repatriation Commissioner, Bangladesh Government has issued directives to adjust the humanitarian operation. Until further notice, only “essential services and assistance” will continue.

The goal of this instruction is to reduce staff presence in the camps, to promote public health and keep you as safe as possible.

Please be assured that you will continue to receive essentials throughout this time and that we will remain with you throughout this difficult time. Some assistance and services will be scaled up as per need for COVID19/Corona Virus response and the coming cyclone/monsoon preparedness.

To focus mainly on Essential Services and Assistance, some facilities, services and activities will be temporarily closed. According to the Government instruction, this will be for an initial period of 15 days (from 24 March 2020- 8 April 2020) and will be revised thereafter.

The facilities and services that will remain open throughout include:

• All health and nutrition facilities and services

• Information hubs (for awareness and feedback), hygiene promotion, health awareness

• Individual protection services: counselling/case management (including GBV) with reduced staff

• Reception of new arrivals, family tracing

• Food distribution

• LPG distribution

• Hygiene promotion and hygiene items distribution such as soap, menstrual hygiene kits; hygiene kits when relevant.

• Water and sanitation activities (safe water supply, desludging, disinfection, maintenance of handwashing points, latrines etc.)

• Construction of additional health facilities and additional WASH infrastructures as necessary to support improved hygiene

• Site management with reduced staff

Facilities, services and activities that will be temporarily closed include:

• All Educational facilities including- learning centres, madrassas, moktabs and home-based learning facilities. Training facilities will also remain temporarily closed.

• Child Friendly Spaces, Women & Adolescent Friendly Spaces will remain temporarily closed. Individual service provision such as counselling/case management will continue maintaining social distance. You may be invited to attend Corona Virus information sessions in these spaces.

• Multi-purpose centres including women community centers will remain temporarily closed but these can be used for COVID-19/Corona Virus related awareness sessions and for case management.

• All types of shops including tea stalls and street food shops. However, kitchen market will remain open for vegetables, fish, meat etc to ensure you can still secure essentials.

• Registration Sites will be closed until April 4th. Those with appointments please do not approach the sites, you will be contacted by UNHCR registration staff for further information. If you have questions on registration please call the UNHCR toll-free Hotline-16670.

Some other services and facilities may be temporarily closed as well, but essential facilities and services will remain open and activities will continue. All these facilities will ensure high standards of hygiene through the provision of running water with soap for handwashing, disinfection, minimizing groups/attendance/ overcrowding and ensure social distancing as far as possible.

In line with recent government instruction, please limit your movements as much as possible, and avoid gatherings. Make sure you wash your hands regularly with soap and water, for at least 20 seconds.

Please try to maintain 1 meter/3 feet distance from other persons all the time, wherever possible.
