UNDRO SITUATION REPORT NO.1
6 SEPTEMBER 1988

SITUATION

1. SINCE AUGUST CONTINUING HEAVY RAINFALL IS RESULTING IN EMERGENCY SITUATION IN N'DJAMENA AND THROUGHOUT COUNTRY (IN PARTICULAR PROVINCES OF KANEM, OUADDAI, LOGONE OCCIDENTALE AND LOGONE ORIENTAL). 47,350 PEOPLE AFFECTED, 48 DEAD, 47 WOUNDED. APPROXIMATELY 1,000 HOUSES DESTROYED. 11,912 HECTARES OF CULTIVATED LAND DESTROYED REPRESENTING 6,147 MT OF MILLET AND 120 MT SEEDS. NUMEROUS CATTLE KILLED (3,416). MOST AFFECTED PROVINCIAL AREAS CUT OFF.

NATIONAL RESPONSE

2. GOVERNMENT, WITH ASSISTANCE OF LOCALLY REPRESENTED AGENCIES AND NGOS, ORGANIZE INITIAL RELIEF AND PROCEEDING WITH DISTRIBUTION OF FOOD FROM EXISTING STOCKS WHICH, HOWEVER, LIMITED.

3. DESIGNATED FOCAL POINT TO CO-ORDINATE EMERGENCY ASSISTANCE IS MINISTRY OF FOOD SECURITY AND DISASTER VICTIMS 'MINISTERE DE LA SECURITE ALIMENTAIRE ET DES POPULATIONS SINISTREES'. UNDER ITS AUTHORITY, AN ACTION COMMITTEE FOR FOOD SECURITY AND EMERGENCY AID COMPOSED OF GOVERNMENT SERVICES, INTERNATIONAL ORGANIZATIONS, BILATERAL DONORS AND NGOS MEETS REGULARLY TO COLLECT/EXCHANGE INFORMATION ON SITUATION IN DISASTER AREAS, DETERMINE NEEDS AND CO-ORDINATE ASSISTANCE MEASURES. COMMITTEE HAD BEEN CREATED ON UNDRO INITIATIVE DURING DROUGHT 1984 AND GENERALLY RECOGNIZED AS EFFECTIVE MECHANISM.

NEEDS

4. FOLLOWING REPORT RECEIVED BY UNDRO FROM CHADIAN AMBASSADOR TO UNITED NATIONS GENEVA AND AS CONFIRMED BY THE UNDRO/UNDP RESIDENT REPRESENTATIVE IN N'DJAMENA CONDITIONS CALL FOR PROVISION OF EMERGENCY ASSISTANCE BY INTERNATIONAL COMMUNITY. ACCORDINGLY, UNDRO APPEALING TO DONORS FOR CONTRIBUTIONS TO MEET IMMEDIATE RELIEF NEEDS LISTED BELOW. THESE ITEMS REQUIRED TO ASSIST 47,350 PEOPLE FOR THREE MONTHS.

5. WFP ROME CONFIRMS IN-COUNTRY FOOD STOCKS LOW AND MOST FOOD HAS TO BE PROCURED FROM ABROAD (POSSIBLY CAMEROON). DETAILS AVAILABLE FROM WFP. ITEMS B) TO E) NOT AVAILABLE LOCALLY.

6. TRANSPORT OF GOODS POSES SERIOUS PROBLEM AS AFFECTED AREAS CANNOT BE REACHED BY ROAD. POTENTIAL DONORS BEING APPROACHED TO INVESTIGATE AVAILABILITY OF AIR TRANSPORT.

GENERAL SITUATION:

1. RAIN STILL FALLING. LEVEL OF RIVERS IN CHARI BASIN RAISING REGULARLY, BUT HAVE NOT YET GONE PAST HISTORICAL BED.

2. REPORTS INDICATE FLOODS IN MANY PARTS OF COUNTRY. MOST SEVERELY HIT PREFECTURES ARE: SALAMAT (AM-TIMAM), MAYO-KEBBI (BONGOR), N'DJAMENA, MOYEN-CHARI (SARH), LOGONE OCCIDENTAL (MOUNDOU) AND BATHA. DETAILS AVAILABLE AT UNDRO. MATERIAL DAMAGE HIGH, AS PEOPLE MOVED CLOSER TO RIVER BEDS AFTER SEVERAL YEARS OF DROUGHT.

3. LOSS OF CULTURES LIMITED, WITHOUT SEVERE CONSEQUENCES ON HARVEST PROSPECTS. LOCUSTS HOWEVER REPORTED FROM BILTINE, OUADDAI, KANEM, BATHA AND LAKE.

4. DUE TO DIFFICULTIES OF ACCESS TO FLOODED AREAS, ASSESSMENT OF CASUALTIES/ DAMAGE ONLY PROVISIONAL: 47,450 PERSONS AFFECTED, 43 DEAD, 48 INJURED, 150 VILLAGES FLOODED, 13,468 HOUSES DESTROYED, 12,417 HA CULTURES DESTROYED CORRESPONDING TO LOSS OF 7,450 MT CEREALS FOR NEXT HARVEST.

NATIONAL/ INTERNATIONAL RESPONSE :

5. AFTER DISTRIBUTION FOOD, BLANKETS, CLOTHES AND CONSTRUCTION MATERIAL, HOMELESS PEOPLE BEING EVACUATED TO RELATIVES/ FRIENDS DUE TO START OF NEW TERM.

6. ACTION COMMITTEE FOR FOOD SECURITY AND EMERGENCY AID (SEE SITREP NR.1) MEETING WEEKLY WITH NGOS AND UNDRO/UNDP RESIDENT REPRESENTATIVE. INTERMINISTERIAL COMMITTEE, CREATED 10 AUGUST 1988, BUSY WITH ORGANIZATION/ DELIVERY/ MANAGEMENT OF CONTRIBUTIONS.

7. LRCS HAS UNDERTAKEN ASSESSMENT MISSION TO SOUTH ( PREFECTURES OF GORE/ DOBA/ BEBEDJIA) AND CONFIRMS SERIOUS SITUATION. IN N'DJAMENA, DISTRIBUTION WFP FOOD AND CARE BLANKETS ENSURED BY LRCS RELIEF TEAMS.

8. LOCAL OFFICE CARE EVALUATING EXACT NUMBER OF AFFECTED PEOPLE IN BONGOR.

9. AS SOON AS ROADS PASSABLE, MISSION OF EARLY WARNING SYSTEM (EWS) LEAVING FOR AFFECTED AREAS TO ASSESS FOOD SITUATION. EWS RECOMMENDS ESTABLISHMENT SEEDS STOCKS FOR FALL CULTURES AFTER WITHDRAWAL OF WATER, AS WELL AS RESTORATION OF SECURITY STOCKS FOR N'DJAMENA.

10. WFP CONSIDERING SECOND CONTRIBUTION OF CEREALS, MAIZE FLOUR, MILK POWDER AND VEGETABLE OIL FOR BET, OUADDAI-BILTINE AND CHARIBAGUIRMI.

11. BALANCE OF USAID CONTRIBUTION FOR DROUGHT 1984 (100 MILLION FCFA) COULD BE PARTLY USED FOR RELIEF PROJECTS OF LRCS AND CARE.

F) MEDICINES: INITIAL LIST DRAWN UP BY CHAD RED CROSS/MINISTRY OF PUBLIC HEALTH AMOUNTING TO US DLRS 80,000. ALREADY COVERED PARTLY BY CONTRIBUTIONS IN KIND

G) SMALL QUANTITIES OF TOOLS ( FORKS, RAKES, BUCKETS, ROPE, ..)
