On 30 March, 2010 the National Disaster Risk Management Strategy for 2010-2015 was endorsed by the Government of Tajikistan.

Tajikistan is exposed to variety of risks, and experiences the impacts of frequent natural disasters. During the period of 11 years between 1997 and 2009, floods, earthquakes, landslides, mudflows, avalanches, epidemics and other disasters have led to 993 deaths and an economic damage 1,15 billion somonies. These natural disasters have negative impacts on the development of the county. This situation requires a different approach to disaster risk reduction, which was the main issue discussed at the UN World Conference on Disaster Reduction held in Kobe, Japan in January, 2005 where the Hyogo Framework for Action for 2005-2015, named "Building the Resilience of National and Communities to Disaster", was adopted.

Committee of Emergency Situations and Civil Defence under the Republic of Tajikistan (CoES) in cooperation with the state ministries and agencies developed the National Disaster Risk Management Strategy for 2010-2015. The strategy was reviewed and endorsed by the Government of Tajikistan with the decree #164 from 30 March 2010. The strategy was developed under the financial support of the European Commission Humanitarian Aid Department (ECHO). United Nations Development Programme (UNDP) and REACT Partners have also made a considerable contribution to the development of the strategy.

The National Disaster Risk Management Strategy encompasses all risks of natural disasters that can occur in Tajikistan, and includes the following 5 components:

- Component 1 " Institutional mandates and legal issues"

- Component 2 " Disaster risk assessment"

- Component 3 " Risk management and development"

- Component 4 " Preparedness and response"

- Component 5 "Knowledge Management: education, trainings and public awareness"

The main task for the near future, for government institutions as well as for the population and international community is an effective participation of all parties in the full implementation of objectives and plans of the National Disaster Risk Management Strategy, with the purpose to reduce the impact of natural disasters on the population as well as to assist in the long-term development of Tajikistan.
