Stephanie Draper, CEO of Bond the UK network for NGOs said:

“Transparency is a precursor to making aid effective, as well as being accountable to the British taxpayer. Despite all ODA spending government departments committing to achieving ‘Good’ or ‘Very Good’ in the Aid Transparency Index by 2020, several, including the FCO have once again fallen short of meeting the government’s target. DFID on the other hand has been awarded ‘Very Good’ for 6 consecutive years.

With persistent suggestions that the FCO’s role in relation to aid spending may be increased, it is particularly worrying that the department continues to be one of the worst performers on aid transparency. FCO must commit to more rapid improvements going beyond ‘Fair’ to ‘Very Good’ to improve the quality of its aid spend and to ensure it reaches those who need it the most. This means rapidly addressing any systemic barriers which may prevent further improvements, particularly in light of the upcoming foreign policy review.”
