DHA-GENEVA SITUATION REPORT NO. 1
2 NOVEMBER 1994

SITUATION/IMPACT

1. FOLLOWING HEAVY RAINS AND FLOODING IN EARLY OCTOBER, ADDITIONAL TORRENTIAL RAINS ON 29 AND 30 OCTOBER (90MM) HAVE SERIOUSLY AGGRAVATED THE FLOOD SITUATION. REPORTED ARE 7 DEAD AND 30,000 HOMELESS. THERE IS HEAVY LOSS OF BOTH COLLECTIVE AND INDIVIDUAL FOODSTOCKS AND LARGE SCALE DESTRUCTION OF TENTS, HOUSING, PUBLIC BUILDINGS AND INFRASTRUCTURE. ACCESS TO THE AFFECTED AREA IS SERIOUSLY RESTRICTED BY CONTINOUS FLOODING. THE PEOPLE AFFECTED ARE SAHROUIAN REFUGEES.

NATIONAL/INTERNATIONAL RESPONSE

2. THE RED CRESCENT IS APPEALING TO THE INTERNATIONAL COMMUNITY FOR ASSISTANCE. THIS REQUEST IS SUPPORTED BY THE ALGERIAN AUTHORITES. A JOINT UNHCR/WFP MISSION WILL ASSESS THE SITUATION IN THE NEXT FEW DAYS. MEANWHILE NEEDS ALREADY IDENTIFIED ARE:

  • 6,000 LARGE TENTS AND/OR TENT MATERIAL
  • 30,000 BLANKETS
  • EMERGENCY FOOD RATIONS FOR 1 MONTH
  • WHO EMERGENCY KITS
  • ANTIBIOTICS FOR PNEUMONIA TREATMENT
  • AMBULANCES
  • ELECTRICAL GENERATORS
  • PLASTIC SHEETING


3. UN RESIDENT COORDINATOR/DHA REPRESENTATIVE IS IN CLOSE CONTACT WITH AUTHORITIES AND UN AGENCIES AND EXPECTS MORE DETAILED INFORMATION SOON.

4. DHA IS MAKING AVAILABLE AN EMERGENCY GRANT OF USD 30,000 FOR LOCAL/REGIONAL PROCUREMENT OF RELIEF ITEMS.

5. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

6. TRANSFER OF FUNDS SHOULD BE MADE TO THE DHA ACCOUNT NO. CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH THE FOLLOWING REFERENCE: ALGERIA FLOODS, DHA-GENEVA.

SITUATION/IMPACT

1. DHA IS COOPERATING WITH JOINT HCR/WFP MISSION VISITING FOUR FLOOD-AFFECTED SAHRAOUI CAMPS IN TINDOUF AREA. IN EL-AYOUN CAMP WHICH WAS MOST SEVERELY AFFECTED, FOUR OF CAMP'S SIX SUB-DISTRICTS WERE COMPLETELY DESTROYED. MANY HOUSES, SCHOOLS, CLINICS, ADMINISTRATIVE CENTERS, AND WELLS WERE DAMAGED. 30,000 PEOPLE ARE IN NEED OF EMERGENCY ASSISTANCE. CAMP POPULATION HAS BEEN MOVED TO HIGHER GROUND.

2. IN TINDOUF TOWN, THERE WAS FLOODING UP TO ONE METER. 700 HOUSES WERE DESTROYED.

NATIONAL/INTERNATIONAL RESPONSE

3. IN TINDOUF'S CAMP AREA, ALGERIAN AUTHORITIES, THROUGH ARMY, HAVE BEEN EFFECTIVELY INVOLVED IN RELIEF OPERATIONS. THEY ARE DISTRIBUTING EMERGENCY BREAD RATIONS, AS WELL AS WATER TANKERS.

4. IN TINDOUF TOWN AREA, NEEDS ARE BEING SUFFICIENTLY COVERED BY GOVT. INTERNATIONAL ASSISTANCE HAS NOT BEEN REQUESTED BY GOVT FOR TOWN POPULATION.

5. ON 8 NOVEMBER, DHA IS AIRLIFTING FROM ITS WAREHOUSE IN PISA, ITALY 15 TONS OF RELIEF GOODS (TENTS, BLANKETS, PLASTIC SHEETING, AND ELECTRIC GENERATORS). AIRLIFT IS ORGANIZED IN COOPERATION WITH BELGIAN AIR FORCE AND IS FINANCED BY GOVT OF ITALY. DHA HAS ALSO RELEASED EMERGENCY CASH GRANT OF USD 30,000 FOR LOCAL/REGIONAL PROCUREMENT OF ADDITIONAL RELIEF GOODS.

SITUATION

1. RECENT FLASH FLOODS CAUSED SEVERE DAMAGE IN TINDOUF REGION, ESPECIALLY REFUGEE CAMPS. ACCORDING TO SAHRAWI REFUGEE LEADERS, EIGHT PEOPLE DIED AND UP TO 30,000 ARE LEFT HOMELESS.

2. U.N. INTER-AGENCY MISSION OF UNHCR, WFP, AND ALGERIAN RED CRESCENT, JOINED BY DHA, VISITED AFFECTED AREAS ON 4-8 NOV TO ASSESS DAMAGE AND RELIEF REQUIREMENTS. CAMPS OF EL AYOUN, DAKHLA, SMARA, AND AWSAR WERE VISITED, AS WELL AS CENTRAL WAREHOUSE AND TWO BOARDING SCHOOLS. MISSION TEAM REPORTED SEVERE DAMAGE ON COMMUNITY INFRASTRUCTURES IN AFFECTED AREA.

3. IN EL AYOUN CAMP, 90 PERCENT OF SHELTERS, AS WELL AS MOST COMMUNITY CONSTRUCTIONS, WERE DESTROYED. AFFECTED REFUGEES LOST ALL PERSONAL BELONGINGS, FAMILY FOOD STOCKS, AND COOKING UTENSILS. MOST WATER WELLS WERE DAMAGED.

NATIONAL/INTERNATIONAL RESPONSE

4. ALGERIAN AUTHORITIES TOOK IMMEDIATE ACTION IN ASSISTING VICTIMS. THEY PROVIDED TENTS AND MOBILIZED 20 ARMY TRUCKS TO EVACUATE REFUGEES TO HIGHER GROUND. THEY ALSO DISTRIBUTED BREAD AND WATER TO REFUGEES. SAHRAWI RESCUE TEAMS RECOVERED SOME LOST ITEMS FROM DRYING MUD-FLOWS.

5. DHA AIRLIFTED EMERGENCY RELIEF AID ON 8 NOV. UNHCR ALSO ORGANIZED TWO AIRLIFTS ON 8 AND 9 NOV. TOTAL VALUE OF THESE RELIEF FLIGHTS WAS APPROX. USD 488,000. ALGERIAN DEFENCE MINISTRY PROVIDED LOGISTICAL SUPPORT ON THE GROUND.

6. DHA RELEASED USD 30,000 AND UNDP USD 50,000 FOR IMMEDIATE LOCAL PURCHASE OF STOVES AND GAS CYLINDERS. UNHCR MADE AVAILABLE USD 110,000 FOR LOCAL PURCHASE OF BLANKETS AND CONSTRUCTION MATERIAL. WFP IS SPEEDING UP DELIVERY OF 3,100 MT OF BASIC FOOD COMMODITIES UNDER THEIR ANNUAL PROGRAM.

7. UN INTER-AGENCY MISSION ISSUED ASSESSMENT REPORT WHICH IS BEING DISTRIBUTED LOCALLY TO INTERESTED DONORS. UN RESIDENT COORDINATOR AND UNHCR REPRESENTATIVE ARE ORGANIZING A MEETING LOCALLY WITH DONORS ON 13 NOV.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

8. 2,000 MT OF WHEAT FLOUR AND LENTILS ARE FURTHER NEEDED TO COVER IMMEDIATE FOOD NEEDS. FOLLOWING SUPPLEMENTARY FEEDING PRODUCTS ARE ALSO NEEDED: RICE 300 MT, SUGAR 200 MT, BABY MILK 180 MT, VEGETABLE OIL 180 MT, AND CORNED BEEF 200 MT.

9. WHILE NEED FOR ADDITIONAL SHELTERS IS BEING MET BY DHA AND UNHCR CONTRIBUTIONS, THERE IS SERIOUS SHORTAGE OF HEAVY BLANKETS, COOKING SETS, AND CONSTRUCTION MATERIAL. FOLLOWING ARE MOST URGENTLY NEEDED TO MEET EMERGENCY REQUIREMENTS OF SAHRAWI REFUGEES:

SITUATION/IMPACT

1. ON 30-31 OCTOBER UNPRECEDENTED RAINS FELL IN TINDOUF AREA, CAUSING FLASH FLOODS AND AFFECTING BOTH LOCAL POPULATION AND SAHRAWI REFUGEES. AREA HAD BEEN AFFECTED BY HEAVY RAINS ON 8-9 OCTOBER.

2. ACCORDING TO ASSESSMENT REPORT PREPARED BY UN INTER-AGENCY MISSION (4-8 NOV), EL AIUN CAMP SUFFERED MOST SEVERE DAMAGE, INCLUDING EIGHT DEATHS. MOST PERSONAL HOUSES AND TENTS WERE WASHED AWAY, AS WERE PERSONAL BELONGINGS. MAIN PUBLIC INFRASTRUCTURE (SCHOOLS, CLINICS, FOOD WAREHOUSE, AND ADMINISTRATION BUILDINGS) WAS BADLY DAMAGED, PARALYSING COMMUNITY AND ADMINISTRATIVE LIFE. WATER SUPPLY WAS AFFECTED.

3. UN TEAM ALSO REPORTED DAMAGE TO TENTS, HOUSES, CLINICS, SCHOOLS, WAREHOUSES, AND ADMINISTRATIVE BUILDINGS IN DAKHALA, SMARA, AND AWSERD CAMPS. LIFE IN THESE CAMPS HAS BEEN ABLE TO CONTINUE, ALBEIT WITH DIFFICULTIES.

4. BOARDING SCHOOLS, AS WELL AS SCHOOLS AND KINDERGARTENS IN CAMPS, WERE DAMAGED AND REQUIRE REPAIRING TO BRING THEM BACK TO PRE-FLOOD SAFETY LEVEL.

5. MAIN WAREHOUSE NEAR HASSI RABUNI, 25 KM FROM TINDOUF, LOST 50 PERCENT OF ITS STOCK (TWO-MONTH WORTH OF FOOD SUPPLIES). THERE ARE ONLY TWO-MORE-MONTH WORTH OF FOOD SUPPLIES LEFT.

NATIONAL/INTERNATIONAL RESPONSE

6. ALGERIAN AUTHORITIES PROVIDED IMMEDIATE ASSISTANCE TO FLOOD VICTIMS. THEY HAVE RECENTLY ANNOUNCED ITS DECISION TO DONATE MUCH-NEEDED STOVES TO VICTIMS. SAHRAWI REFUGEES HAVE ORGANIZED EFFECTIVE ASSISTANCE AND RESCUE OPERATIONS THEMSELVES.

7. UN RESIDENT COORDINATOR AND UNHCR REPRESENTATIVE, IN COLLABORATION WITH WFP, HELD BRIEFING MEETING WITH MAJOR DONOR GOVTS ON 13 NOVEMBER. MEETINGS WERE ALSO HELD WITH NGO COORDINATOR AND REFUGEE REPRESENTATIVE TO COORDINATE ASSISTANCE.

ASSISTANCE NEEDS

8. NEEDS FOR BLANKETS, CONSTRUCTION MATERIAL, SCHOOL SUPPLIES, LARGE/SMALL GAS CYLINDERS AND THEIR FILLINGS, SMALL 'RECHAUDS' AND STOVES HAVE BEEN/ARE BEING MET.

9. FOLLOWING RELIEF ITEMS ARE STILL NEEDED URGENTLY: ADDITIONAL 1,700 TENTS (TENT MATERIAL PREFERRED), 1,300 MT OF ADDITIONAL FOOD (100 MT LENTILS, 450 MT RICE, 300 MT SUGAR, 270 MT MILK, 150 MT CORNED BEEF/FISH, AND 21 MT GREEN TEA), MEDICINES, 24 MANUAL AND 10 ELECTRIC WATER PUMPS, KITCHEN SETS, CLOTHING, AND FEED FOR POULTRY FARM.

10. UN MISSION TEAM STRESSED THAT ASSISTANCE SHOULD BE CONTINUED FOR REHABILITATION PHASE (ABOUT 2 MONTHS) FOLLOWING IMMEDIATE RELIEF PHASE. DONOR GOVTS HAVE EXPRESSED INTERESTS IN SUPPORTING SUCH EFFORTS.
