Summary of major changes

• The operation is extended for three months (end date changed from 31 January 2020 to 30 April 2020).

• Due to the change of priorities, context, needs of the population affected and support from other agencies, some changes were made in the plan of action. They are as follows:

o Rehabilitation of classrooms in two schools were reduced to zero as other agencies supported the rehabilitation of the schools.

o Removal of Community Based Health and First Aid activities

o Removal of Participatory Hygiene and Sanitation Transformation (PHAST) and Child Hygiene and Sanitation Training (CHAST) training for the chapter staff, volunteers and teachers

o Some National Society capacity enhancement activities were modified which includes procurement of a new truck to enhance the National Society’s logistical capacity

A. Situation analysis

Description of the disaster

The collapse of the Xe-Pian Xe-Namnoy dam on 23 July 2018 as a result of Tropical Storm Son Tinh that made landfall days earlier, caused massive flash floods that affected 13,100 people and displaced 6,000 people, leaving 39 dead and around 97 missing (according to UN Situation Report no. 9).

Tropical Storm Bebinca made landfall in the same areas only weeks after. According to UN Information Bulletin No. 5 and government – led Post Disaster Needs Assessment all provinces in Lao PDR have been affected, including 2,382 villages, 126,736 households, and 616,145 people. The report also stated that 1,779 houses were destroyed, and 514 houses were damaged. Additionally, 90,000 hectares of paddy fields and 11,000 hectares of other plantations were destroyed, and 630 km of roads and 47 bridges were damaged.

The PDNA was conducted by Laos’ Ministry of Labour and Social Welfare, and facilitated by the UN, World Bank, and the EU. The PDNA reported that the total damage was up to USD 147 million, while the total loss was up to USD 225 million. Overall, the most affected sectors are agriculture and transportation, which contribute up to 90 per cent of the total damages and losses.
The most affected provinces are Vientiane Capital, Khammouane, Houaphanh and Attapeu. Attapeu is most affected per capita. As the floods significantly affected also other parts of the country, the Humanitarian Country Team has enhanced the Disaster Response Plan by expanding the focus of the operation from Attapeu to cover the entire country.

The Lao Red Cross will be responding according to the original plan. This Emergency Appeal operation remains to be focusing on Attapeu flash flood response and recovery.
