1. TROPICAL CYCLONE 'PREMA' HIT VANUATU ON 30 MARCH 1993 WITH SUSTAINED WINDS UP TO 90 KNOTS. CYCLONE HAS AFFECTED LARGE PARTS OF VANUATU, WITH EPI, THE SHEPHERD ISLANDS AND EFATE MOST DIRECTLY HIT.

2. INITIAL REPORTS INDICATE 2 DEATHS, 4 INJURED, AND 115 HOUSES IN PORT VILA SEVERELY DAMAGED. THE PORT VILA WHARF AND AIRPORT TERMINAL REPORTED TO BE DAMAGED. INITIAL REPORTS INDICATE THAT 'PREMA' HAS CAUSED FAR MORE EXTENSIVE DAMAGE THAN TROPICAL CYCLONE 'BETSY' WHICH HIT VANUATU IN JAN. 1992.

3. INITIAL DAMAGE ASSESSMENT UNDER WAY. DHA-GENEVA IN CLOSE CONTACT WITH UNDP SUVA AND DHA SOUTH PACIFIC PROGRAMME OFFICE IN SUVA FOR FURTHER INFORMATION ON DAMAGE.

1. GROUND DAMAGE ASSESSMENT SUPPORTED BY AERIAL OBSERVATIONS CONFIRMS THAT CYCLONE CAUSED MASSIVE DESTRUCTION ON EPI, EFATE AND SHEPHERD ISLANDS. 75 TO 80 PERCENT OF ALL BUILDINGS AND 90 TO 100 PERCENT OF CROPS HAVE BEEN DESTROYED. MORE THAN 9,000 PEOPLE ARE DIRECTLY AFFECTED IN THESE ISLANDS (TOTAL POPULATION OF VANUATU APPROX. 150,000) AND INITIAL ESTIMATES SHOW 80 PERCENT OF POPULATION IN NEED OF RELIEF ASSISTANCE. DAMAGE ASSESSMENT IN OTHER ISLANDS UNDERWAY.

2. ELECTRICITY AND WATER SUPPLIES WERE DISRUPTED IN PORT VILA BUT GRADUALLY RECOVERING. PORT VILA AIRPORT WAS CLOSED DUE TO POWER
FAILURE AND DAMAGE TO AIRPORT FACILITIES BUT REOPENED.

3. SHELTER MATERIALS, WATER TANKS, MEDICAL SUPPLIES, FOOD AND AGRICULTURAL SUPPLIES ARE SO FAR IDENTIFIED AS IMMEDIATE RELIEF
NEEDS. FURTHER DETAILS ON RELIEF NEEDS BEING VERIFIED.

4. IN VIEW OF SEVERE DAMAGE CAUSED BY CYCLONE, GOVT OF VANUATU IS APPEALING FOR INTERNATIONAL ASSISTANCE. TO DATE, FOLLOWING CONTRIBUTIONS HAVE BEEN REPORTED:

1. INITIAL ASSESSMENT OF DAMAGE BEING COMPLETED EXCEPT FOR EPI (EXPECTED TO BE CONCLUDED IN TWO DAYS). RESULTS TO BE REPORTED SHORTLY. LATEST CASUALTY REPORTS INDICATE 4 DEATHS AND 5 INJURIES, WHICH IS VERY LOW FOR THE INTENSITY OF THE CYCLONE DUE TO PREPAREDNESS MEASURES.

2. GOVT OF VANUATU DISTRIBUTING DISASTER RELIEF SUPPLIES AND UNDERTAKING ASSESSMENT FOR REHABILITATION.

3. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE ARE IDENTIFIED AS TARPAULINS OR PLASTIC SHEETING, WATER CONTAINERS, MEDICAL AND FOOD SUPPLIES. APPROX. 15,000 PACKETS OF VEGETABLE SEEDS ARE ALSO IMMEDIATELY NEEDED TO RE-ESTABLISH FARMING FOR LOCAL FOOD.

4. DHA-GENEVA DISPATCHING AN EXPERT FROM IT'S SOUTH PACIFIC PROGRAMME OFFICE IN SUVA (FIGI) TO VANUATU, TO PROVIDE ON-SITE ASSISTANCE FOR RELIEF COORDINATION AND TO ASSESS FURTHER RELIEF REQUIREMENTS.

1. AS OF NOW, 7,000 PEOPLE ARE STILL LEFT HOMELESS AND ANOTHER 5,000 PEOPLE ARE DIRECTLY AFFECTED AND IN NEED OF RELIEF ASSISTANCE. GOVT OF VANUATU ESTIMATES THE VALUE OF TOTAL DAMAGE TO BE APPROX. 60 MILLION USDLRS.

2. DHA RESPRESENTATIVE FROM SOUTH PACIFIC PROGRAMME OFFICE CONTINUING ASSESSMENT. DAMAGE TO SHEPHERD ISLANDS WERE SEVERE: MOST OF THE HOUSES COMPLETELY DESTROYED AND ALL CROPS LOST. SOUTHERN EPI AND NORTHERN EFATE ALSO SUFFERED EXTENSIVE DAMAGE. NORTHERN EPI, PAAMA AND AMBRYM SUFFERED LESS DAMAGE.

3. GOVT OF VANUATU, WITH ITS NATIONAL DISASTER COMMITTEE AS THE FOCAL POINT FOR RELIEF OPERATIONS, DECLARED SOUTHERN HALF OF EPI, SHEPHERD ISLANDS AND NORTHERN HALF OF EFATE AS OFFICIAL DISASTER AREA AND IS PROVIDING FOOD, SEEDS AND OTHER RELIEF ITEMS TO THE AFFECTED PEOPLE. VANUATU RED CROSS, WITH THE SUPPORT OF THE FEDERATION (IFRC) DISTRIBUTING CLOTHING, BLANKETS AND HOUSEHOLD SUPPLIES TO THESE ISLANDS AS WELL AS TO AMBRYM, PAAMA AND NORTHERN EPI. NGOS ALSO HELPING IN PROVISION OF RELIEF SUPPLIES.

4. DISTRIBUTION OF RELIEF MATERIALS TO AFFECTED ISLANDS GREATLY FACILITATED BY AIRCRAFT PROVIDED BY NEW ZEALAND AND HELICOPTER FROM FRANCE.

5. LOCAL FOOD FOR DISTRIBUTION IS AVAILABLE NOW IN THE WORST HIT SHEPHERD ISLANDS, HOWEVER IS EXPECTED TO BE SUFFICIENT ONLY FOR 2-3 WEEKS TIME. ALTHOUGH EVERY EFFORT TO RE-ESTABLISH LOCAL FARMING FOR FOOD IS UNDERWAY, RELIEF FOOD SUPPLIES ARE URGENTLY NEEDED TO COVER 3 MONTHS PERIOD BEFORE THE NEXT LOCAL HARVEST CAN BE EXPECTED.

6. NATIONAL DISASTER COMMITTEE HAS IDENTIFIED THE FOLLOWING AS UNMET RELIEF NEEDS:

(CORN, CABBAGE AND BEANS)
FOOD SUPPLIES FOR 9,000 PEOPLE FOR 3 MONTHS
(PURCHASE OF VEGETABLES AND RICE AND THEIRDISTRIBUTION)

TRANSPORTATION OF RELIEF SUPPLIES TO ISLANDS.

7. IN VIEW OF THE RECEIVED AND PLEDGED CONTRIBUTIONS, APPROX. 100,000 USDLRS ARE STILL IN SHORTFALL TO MEET THE REQUIREMENTS ABOVE. DONORS ARE ENCOURAGED TO MAKE CASH CONTRIBUTIONS TO BE USED FOR PURCHASING IN THE REGION.

1. INITIAL EMERGENCY RELIEF TURNING INTO REHABILITATION/RECONSTRUCTION PHASE STAGE. HOWEVER, RELIEF FOOD SUPPLIES FOR 9,000 PEOPLE FOR 3 MONTHS, MEDICAL SUPPLIES AND PROVISION OF SEEDS AND SEEDLINGS STILL REGARDED AS IMMEDIATE RELIEF NEEDS.

2. DHA REPRESENTATIVE FROM SOUTH PACIFIC PROGRAMME OFFICE CONDUCTED THOROUGH DAMAGE ASSESSMENT OF EFATE AND NEIGHBOURING SMALL ISLANDS ON 9 APRIL. DAMAGE TO AGRICULTURE IN THE NORTHERN AND WESTERN PART OF EFATE IS EXTENSIVE. IN THE CAPITAL PORT VILA (EFATE) CONSIDERABLE DAMAGE TO HOUSING AND PUBLIC BUILDINGS FOUND: THE ROOF OF MAIN LIBRARY BLOWN OFF, DEPARTURE HALL OF AIRPORT DAMAGED AND A BARGE SUNK IN THE HARBOUR DAMAGING EXPENSIVE OCEAN MEASURING EQUIPMENT. ALSO THE NEIGHBOURING SMALL ISLANDS OF PELE, EMAO, MOSO AND LELEPA SUFFERED SEVERE DAMAGE BOTH TO HOUSING AND AGRICULTURE.

3. DHA REPRESENTATIVE HELD A SERIES OF MEETINGS WITH NATIONAL DISASTER MANAGEMENT OFFICE, THE AGRICULTURE DEPARTMENT, THE HEALTH DEPARTMENT AND THE NATIONAL PLANNING AND STATISTICS OFFICE TO IDENTIFY THE IMMEDIATE RELIEF NEEDS AND TO DISCUSS RECOVERY EFFORTS. ALSO RELIEF COORDINATION MEETINGS WITH DONORS AND REPRESENTATIVES OF UN AGENCIES HELD.

4. A PROVISIONAL REPORT BY THE PUBLIC WORKS DEPARTMENT INDICATES THAT THE TOTAL DAMAGE TO GOVERNMENT BUILDINGS AND PUBLIC FACILITIES IS ESTIMATED AT US DLRS 2.5 MILLION. MORE THAN 50 PERCENT OF THIS DAMAGE WAS TO SCHOOLS.

5. DISCUSSIONS BY THE COUNCIL OF MINISTERS ON REHABILITATION STARTED ON 8 APRIL. THE NATIONAL DISASTER RECOVERY COMMITTEE IS EXPECTED TO BE ACTIVATED SHORTLY TO START PREPARING RECOVERY PLANS.

6. DISTRIBUTION OF IMMEDIATE RELIEF SUPPLIES IS ON-GOING FOLLOWING THE ARRIVAL OF RELIEF ITEMS DONATED BY FRANCE AND JAPAN. AN EXPERT FROM JAPAN IS ASSISTING IN THE DISTRIBUTION.

7. IN VIEW OF THE PLEDGED AND COMING CONTRIBUTIONS, APPROX. 100,000 USDLRS ARE STILL IN SHORTFALL TO MEET THE RELIEF REQUIREMENTS. DONORS ARE ENCOURAGED TO MAKE CASH CONTRIBUTIONS TO BE USED FOR PURCHASING IN THE REGION.
