Population movements

As of 9 August, over 4,721 refugees and migrants were rescued/intercepted at sea by the Libyan Coast Guard in 2019. So far this month, 179 refugees and migrants disembarked at the Tripoli Naval Base (101 individuals) and Azzawya (75 individuals). On 5 August, 28 refugees and migrants disembarked at the Tripoli Naval Base. UNHCR and its partner the International Medical Corps (IMC) continue to provide medical assistance and core-relief items (CRIs) to persons disembarked before they are transferred to a detention centre by the authorities.
Recently, boats departed from areas near Zwara and Al Khums.

Since the onset of the crisis in April, nearly 120,000 persons have been displaced from areas in and around Tripoli, while 1,093 persons have been killed and 5,752 injured. Since the month of April, UNHCR has provided CRIs and cash assistance to 13,500 persons. In addition, over the past months, UNHCR supported hospitals, partners and authorities with medical supplies and ambulances to support civilians during the conflict.

UNHCR response

UNHCR estimates that 4,700 refugees and migrants are currently held in detention centres in Libya, out of whom 3,500 are of concern to UNHCR.
Currently, there are 3,000 refugees and migrants held in detention facilities near conflict-affected areas. UNHCR is advocating for the end of detention in Libya and for the orderly release of all refugees in detention centres to the urban areas.
UNHCR stands ready to provide them with assistance through its urban programmes including cash assistance, medical and psychosocial support.

The Gathering and Departure Facility currently hosts 1,000 individuals. With the GDF at full capacity, transfers of the most vulnerable refugees from detention centres to the GDF remain blocked. There is an urgent need for additional legal pathways, including humanitarian corridors out of Libya, to provide solutions in third safe countries. So far this year, 1,345 refugees have departed Libya, including 1,005 under the evacuation and 340 under resettlement programmes.

UNHCR continues to register refugees and asylum-seekers. Last week, UNHCR registered over 250 individuals at its registration centre in Serraj, Tripoli and in Triq al Sikka detention centre. So far in 2019, UNHCR registered over 6,200 individuals including 2,350 in detention.

UNHCR continues to support IDPs and host communities with Quick-Impact Projects. On 6 August, UNHCR provided an 80kVA generator to the Food and Drug Control Centre in Benghazi. The generator will support the laboratories with electricity in order to undertake tests on food and medicines. Some 2 million people will benefit from this intervention. In 2018, UNHCR had already rehabilitated the facility that was damaged during the conflict. In Azzawya, UNHCR supported the Di hallal clinic with a 100 kVA generator to benefit approximately 15,600 patients.
