Situation Report 5: Nepal Flood – Saptari District, July 23, 2019

Assessment conducted jointly by DCA and Koshi Victim Society (KVS). Data gathered from July 11 with assessments completed daily from July 16 to 23, 2019.

This report is produced by DCA Nepal, based on field assessment of affected municipalities, and additional meetings held with humanitarian agencies, local NGOs, and government officials. DCA is co-lead of the WASH Cluster in addition to being District Lead Support Agency (DLSA).

Situation Updates

  • Floods resulting from heavy rainfall that started from July 11 initially led to 90 deaths, 33 reported missing and 43 injured.
    The heavy rain on July 23 triggered landslides in Western Nepal and another 8 persons lost their lives increasing death toll to 98 in less than 10 days (Ministry of Home Affairs, July 23). Properties, rice crops and livelihoods have also been shattered.

  • On July 22, the Municipal Disaster Management Committee (MDMC) meeting of Saptakoshi Municipality decided to work on systematic collection of post-flood damage. DCA will be supporting in verification and analysis of data and will be complementing the municipality by collecting sector wise data.

  • Following the high chances of re-flooding the MDMC also decided to work on the temporary maintenance of the dam that was breached during the 2019 flood.

  • On July 23, three dead initially confirmed in Saptari district due to thunderstorm (Nepali Police).

  • WASH Cluster Meeting Saptari District Highlights - July 22: There is a high chance of re-flooding in Saptakoshi Municipality ward number 2, 3, 6 and 7. The WASH Cluster meeting also assigned the areas for humanitarian actors and local NGOs for support in the following municipalities: UNICEF in Hamunamnagar Kankalini, Save the Children with partners Sabal Nepal and Save The Saptari in Tilathi Koiladi; and DCA with partner Koshi Victim Society (KVS) in Saptakoshi.

  • A five-member Rapid Response Team has been formed under the WASH Cluster in Saptari district. The Water Supply and Sanitation Division Office (WSSDO) Chief will lead the team. The team will closely work with health cluster and move for rapid action if any diarrhoea and others communicable diseases are identified. Other members comprise representatives from Koshi Victim Society, UN Habitat, Saptari Community Development Centre, SCDC and Sabal Nepal.

  • One health camp was conducted last week in Tilathi Koiladi ward number 1 and 3 led by doctors from District Health Office. No any diarrhoea cases were identified. The total case was 167.

  • WASH Cluster Sit Rep, July 21 (comprehensive Nepal wide data): In Saptari, as per preliminary WASH survey 2,400 HH are affected and 575 HH are temporarily displaced, local government has decided to focus on WASH and Shelter response. As per the received primary data, total caseload for WASH sector across the affected districts is estimated to be approx. 80,000 families. Due to the flood, around 50,000 tube wells are reported to be contaminated, approximately 25,000 tube wells and 13,000 latrines damaged.
