Overview

The 2019 Iraq Humanitarian Response Plan was released in January 2019, targeting 1.75 million people, including both in-camp and out-of-camp IDPs, returnees, and vulnerable host communities. It will seek $701 million to carry out operations falling under three Strategic Objectives: (1) post-conflict transition towards durable solutions; (2) ensuring the centrality of protection; and (3) strengthening contingency planning and preparedness.

Approximately 1.74 million people remain displaced in Iraq, and over 60 per cent of IDPs have been displaced for four years or longer. Much of the humanitarian infrastructure in IDP camps was not constructed to support protracted displacement, and thus a critical tent replacement campaign is underway in camps in Ninewa governorate, supported by the Iraq Humanitarian Fund.

Efforts are also ongoing by the humanitarian community in Iraq to improve accountability to affected populations, including through tools such as the Iraq IDP Information Centre (IIC). During January-February 2019, the IIC handled 19,707 calls, with 75 per cent of calls coming from out-of-camp IDPs, and 25 per cent of calls coming from in-camp IDPs. The top reported needs of callers included cash, health, shelter/NFI, protection and emergency livelihoods.
