IFRC Bolivia, Ecuador and Peru Program Overview 2019

This multi-country programme aims to support the Bolivian Red Cross (BRC), Ecuadorian Red Cross (ERC) and Peruvian Red Cross (PRC) to implement humanitarian actions with the following Areas of Focus: Disaster Risk Reduction (DRR); Livelihoods and basic needs; Health; Water, Sanitation and Hygiene Promotion; Protection, Gender and Inclusion; and Migration.
While all three are part of the Andean sub-region, the characteristics of each country, as well as within one country, immensely vary. According to 2017 figures, Bolivia has a total population of 11,051,600 people (69.1% urban and 30.9% rural); Ecuador’s population is 16,624,858 people (63.7% urban and 36.3% rural); and Peru’s population is registered at 32,165,485 people (77.7% urban and 22.3% rural). According to the World Bank, life expectancy is 69.5 years in Bolivia, 76.6 years in Ecuador and 75.2 years in Peru. Bolivia has an infant mortality rate of 28 per 1,000 live births with this figure being 12.5 in Ecuador and 11.6 in Peru. HIV prevalence in the population between 15 and 49 years is 0.3 in Bolivia, Ecuador and Peru (UNDP, 2017). The GINI coefficient in Bolivia is 56.7 and 52.2 in Ecuador and 50.5 in Peru (2006 figures).
All three countries are classified as multi-risk. Bolivia is vulnerable to droughts, floods and earthquakes. Ecuador is prone to earthquakes, volcanic eruptions and avalanches. Peru faces similar geological and hydro-meteorological risks. Forecasts for 2019 indicate that the El Niño Southern Oscilation (ENSO) could occurr in Northern Peru and Ecuador.
The population movement from Venezuela is predicted to continue unabated and the humanitarian needs generated by this situation will likely intensify. According to UNHCR and IOM, as of September 2018, there were 215,000 Venezuelans in Ecuador and 414,000 Venezuelans in Peru.
This plan complements work by other Movement partners. The International Committee of the Red Cross (ICRC) delegation in Lima supports all three National Societies (NS) in areas such as Restoring Family Links (RFL), security access, communication, water and habitability (WATHAB), protection and migration. Red Cross partners are present in all three countries, supporting disaster risk reduction, health and migration. They include the Swiss Red Cross in Bolivia and Peru, the Spanish Red Cross in Ecuador and Peru, and the German Red Cross in Peru.
