BACKGROUND

The purpose of this guidance is to support response partners and coordination bodies operating within Afghanistan to integrate engagement with, and accountability to affected populations into every stage of the project cycle and strategic response planning.
For humanitarian response partners this is done by prioritising the World Humanitarian Summit’s Grand Bargain Work Stream Six: To include the people affected by humanitarian crises and their communities in decisions to ensure the humanitarian response is relevant, timely, effective and efficient. Donors and aid organisations should work to ensure that the voices of the most vulnerable groups considering gender, age, ethnicity, language and special needs are heard and acted upon.
Note: It is essential to select and adapt the actions to the context of operation, but the list can serve as a reminder of the various areas which should be kept in mind.
