CAGAYAN DE ORO CITY, July 11 (PIA)—Cagayan de Oro City Government has set up a 2.4-hectare housing project as relocation assistance to residents devastated by Typhoon Sendong.

Situated at Barangay Lumbia (at the back of Xavier Ecoville), the project will accommodate 223 housing units and also comprise of road networks and drainage facility to prevent flooding in the area.

Dr. Billy Tusalem, board of director of Julio and Florentina Ledesma Foundation, said each beneficiary will be provided with 48 sq. m area where they can build their duplex houses.

As to how much the beneficiaries can loan to build their houses, Lawyer Arnolfo Cabling of the Social Housing Finance Corp. said they have come up with ways to increase it from Php150,000 to Php580,000.

He said, they experienced delays in the processing of the project since the first housing loanable amount by the beneficiary was just Php150,000 and he stressed such is not enough to build a sturdy house.

“Karon Php580,000 na ang maximum nga pwedeng hulamon matag beneficiary, mao'y naka-langay kay gipangitaan pa namo ug pamaagi nga mataas ang ma-loan (Now, the beneficiaries can borrow up to Php580,000 for their housing loan and this is the reason of the delay because we still sought for ways on how we can increase the housing loan),” Cabling said.

The finance corporation also needs to obtain the house design from the beneficiaries based on the association’s agreement on the size and composition of the units.

Shall there be disagreements, Archbishop Antonio Ledesma said the archdiocese will take the role of an owner. They will then obtain the calculation, basic economic data, size of the area per unit and the design. He, however, stressed such data will not be generated without considering the relevant issues of the homeowners.

For his part, Mayor Oscar Moreno said real estate development is not an easy task.

"The city has to protect property rights and act on informal settlers," he said.

“We need to find relocation to those affected rather than dupahan (giving temporary assistance),” Moreno said as he explained how the city goes about the issues on housing and flood mitigation projects.

Currently, the city government houses Sendong victims in temporary shelters at Lumbia, Balubal and Indahag.(RTP/PIA10)
