Montenegro: Floods DREF Operation No. MDRME001 Final Report

The International Federation's Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation's disaster response system and increases the ability of national societies to respond to disasters.

Summary: CHF 62,578 (USD 55,973 or EUR 37,926) was allocated from the International Federation's Disaster Relief Emergency Fund (DREF) on 4 December, 2008 to support the national society in delivering assistance to some 1,086 beneficiaries, and to replenish disaster preparedness stocks.

This operation was carried out in order to provide immediate food and hygiene assistance to the population in six municipalities in Montenegro where houses were damaged by the floods in November, 2007. The Red Cross of Montenegro provided full support and assistance to 1,086 beneficiaries, meeting their needs, mainly for food and shelter, until they were able to get back to their homes.


Severe flooding affected the area of Kolašin in central Montenegro on 26 November 2007, mostly in the upper stretches of the river Tara. The gravest situation was in the villages under the mountain of Kom in Mataševo and Skrbuša, but also in Kolašin, Trebaljevo and Sjerogošt.

The floods continued in the following days, affecting the municipalities of Andrijevica, Berane, Rozaje, Plav, Mojkovac, Bijelo Polje and Podgorica as well. The situation was the gravest in Rozaje, where more than a hundred families were evacuated from their flooded homes. The towns of Berane and Andrijevica also suffered great damage; around 40 more households were severely affected.

The floods damaged part of the waterworks network, so Berane and part of Andrijevica had no drinking water. This situation needed the response of all available rescue and communal services, as well as the engagement of the municipal crisis headquarters in order to assess the damage and the needs of the affected families. The Red Cross of Montenegro participated in each of these activities with its full potential.
