The International Federation's Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent response to emergencies. The DREF is a vital part of the International Federation's disaster response system and increases the ability of national societies to respond to disasters.

Summary: CHF 34,125 was allocated from the Federation's Disaster Relief Emergency Fund (DREF) on 22 August, 2007 to support the national society in delivering assistance to some 1,220 beneficiaries in Mokolo alone in one month. Following the evolution of the situation in the region (Northern part of Cameroon), the DREF objectives and budget were revised to cover the neighbouring Kolofata where the floods had also caused serious damages. The number of beneficiaries increased from 1,220 (in Mokolo) to 10,279 (9,079 in Kolofata). The operation was thus extended from one to three months, and the budget increased from CHF 34,125 to CHF 84,050 as an additional CHF 49,925 was allocated from DREF on 3 October, 2007.

Within the framework of the operation in both Mokolo and Kolofata, activities were carried out in the areas of relief distributions, water, sanitation and hygiene promotion, capacity building and advocacy. As a result of these activities, the beneficiaries did not feel much the effects of the disaster. In fact, they received blankets and clothes to protect themselves from bad weather, and were distributed food items when they mostly needed it.

The situation

Heavy rains occurred in the northern part of Cameroon in August 2007, precisely in Mokolo (1,300 km from Yaoundé the capital city of the country) and Kolofata (160 km from Mokolo), leaving a total of 10,279 persons homeless and considerable damages. Cameroon Red Cross Society assisted by the Federation (the Yaoundé Office) launched a DREF operation on 22 August, 2007 to assist the 1,220 affected persons of Mokolo. As the situation kept on deteriorating, the disaster extended to the neighbouring Kolofata, affecting an additional 9,079 persons. Thus the Federation assisted Cameroon Red Cross Society in applying for the extension of the DREF Operation and budget on 3 October, 2007, which was accepted. This final report therefore covers operations in both Mokolo and Kolofata.
