  • The EU co-chaired the International Conference for Reconstruction of Iraq which was held in Kuwait on 12 -14 February 2018. The three-day event mobilized nearly USD 30 billion of additional international support to the country following ISIL's territorial defeat in 2017. The conference focused on the physical and human dimensions of reconstruction, e.g. infrastructure, private investment and societal issues such as humanitarian needs, social protection, good governance and accountability. The EU announced an additional EUR 400 million from its budget - on top of EU Member States' support - for humanitarian aid, early recovery, stabilisation, reconstruction and longer term sustainable development.

  • On 14 February, High Representative/Vice President Federica Mogherini co-chaired the high level segment of the Conference with the Emir of Kuwait, Prime Minister of Iraq, UN Secretary General and World Bank President. On 12 February, Commissioners Stylianides chaired a session on the key remaining humanitarian and protection priorities in Iraq and on the essential links towards early recovery and mid-longer term support. Commissioner Mimica chaired a session on governance and accountability.

  • The efforts of the Iraqi authorities so far in protecting all civilians during and after the fighting are to be praised. The EU renews its commitment to support the Iraqi government to protect and assist those most vulnerable, in condition of displacement and return, without discrimination based on identity. The EU also stresses the importance of collectively giving hope for the future of hundreds of thousands of victims of violence, physical and sexual violence, and mental trauma.
