HIGHLIGHTS

Reports from the UNHCR-led Protection and Return Monitoring Network (PRMN) indicate that some 32,000 individuals have been newly displaced countrywide during the month of October (down from 49,000 in September). The main reason given for the displacements was drought-related for 23,000 and conflict or insecurity-driven for 8,000. While the majority of the conflict related displacements continue to stem from Lower Shabelle (7,000), a spike in conflict induced displacements was noted in Galmudug as a result of skirmishes between clan militias near the Galmudug-Puntland border. In addition, an increase in new displacements (500 individuals) within Baidoa district was noted attributed to either Al Shabaab threats or the ongoing action against Al Shabaab by AMISOM and the Somali National Army. In addition, approximately 1,200 IDP returns were monitored during the month within Baidoa district.

Cumulative drought related displacements monitored by PRMN in the period 1 November 2016 to 31 October 2017 now total approximately 949,000 (or 860,000 year to date). Conflictrelated displacements during 2017 have reached approximately 172,000.

While the Deyr rainy season commenced in most of the country during October, rainfall has been below average and poorly distributed (FSNAU Somalia Seasonal Monitor). The onset of the rainy season typically leads to increased IDP returns though no significant spike has been monitored by PRMN partners thus far. Rain also may reduce some movements as many unpaved roads become impracticable.
