The Natural Disasters Consortium (NDC) comprising IOM, FAO, UNICEF, ACTED and HANDS works across the country implementing preparedness, response and recovery interventions. Through multi-sector activities, the NDC works towards building communities’ resilience to future shocks by enhancing household skills, spearheading community initiatives and empowering beneficiaries to reconstruct in a sustainable manner.

During 2017, the NDC implemented the following Response and Preparedness activities:

  • Multi-Sector Preparedness and Camp, Coordination and Management (CCCM) trainings held in coordination with respective PDMAs and the National Institute of Disaster Management (NIDM), through which a total of 251 (203 male; 48 female) government and civil society humanitarian practitioners have been trained.

  • The NDC held consultations with the Federal Water Management Cell of National Food Security & Research Ministry and the water management department in the University of Agriculture, Peshawar, for finalization of TORs for a study on water accounting and inventory of irrigation channels in Chitral.

  • Field work on different commodities to assess the scope and potential of developing value chains as part of Rapid Agribusiness Assessment (RAA) has been completed. This information will inform the creation of community-based enterprises for vegetable and cereal production.

  • The NDC supported most vulnerable households affected by heavy snow and avalanche in Ursoon Valley, Chitral earlier this year. To this end, 100 shelter/NFI kits were distributed and communities were engaged in 38 CfW programmes rebuilding local roads, water sources and bridges.

  • In response to the urban flooding in Karachi in August, the NDC distributed 536 water tankers, reaching an estimated 408,242 individuals affected by the disaster. In coordination with the city administration, further plans for clearance of debris, kit distributions and rehabilitation of the Yousif Goth water pumping station are being finalized.

The NDC has also invested considerable resources in supporting multi-sector recovery (Shelter, WASH and FSL) and rehabilitation projects in KPK (Chitral,
Lower Dir, Shangla), Punjab (Muzzafargarh, Jhang, Layyah) and Sindh (Kashmore, Badin, Thatta) since 2015. Key achievements, as of November 2017, include:

  • Support provided to 64,513 households for the construction of disaster risk resilient shelters based on vernacular building methods. The support provided includes DRR trainings to local masons, beneficiaries, and community focal persons, and provision of performance-based cash grants and shelter repair kits.

  • Restored access to clean drinking water for 19,416 households, through community-based activities including repair and installation of community-hand pumps, dug-wells and water pipes. Where possible, the NDC ensures that communities have sustainable access to water by providing tool kits for water quality testing and physical maintenance.

  • 59,429 households participated in hygiene and sanitation trainings including orientations for rural communities on hygiene awareness, sanitation options and community cleanliness. Additionally, households are also being supported to construct latrines using individual cash grants, community-led rewards schemes, and so on.

  • Improved food security and access to livelihoods options for 30,363 households through provision of customized agricultural packages including seasonal seeds and high-yielding fertilizers, kitchen gardening support, engagement of daily labourers in Cash for Work (CFW) programming and establishment of intercropped agricultural plots etc.
