Countrywide Conflict Displacement

From 1 January to 8 October 2017, 266,689 people fled their homes due to conflict in Afghanistan, up by 2,600 people from the previous week. The province sheltering the highest number of displaced people is Kunduz (29,759), followed by Nangarhar (27,959), Badghis (22,635) and Baghlan (18,788).

Central: Some 4,200 displaced people from Sia Gird/Ghorband district arrived in Kabul City, according to unverified reports from elder from the displaced community. In 2017, a total of 13,468 people have been verified as displaced in the Central Region, 5 per cent of the countrywide total displacement.

Northern/North Eastern: Nearly 2,600 people have reportedly been displaced within Emamsaheb district, Kunduz, according to authorities. More than 930 people reportedly arrived in Pul-e-Khumri City, Baghlan, from the Sorkh Kotal area. DoRR in Faryab Province informed OCHA of recently received petitions of 6,800 families, representing an estimated 48,000 people to coordinate screening, assessment and aid. This year, 106,178 IDPs have been verified in the two regions, 38 per cent of this year’s total.

Eastern: More than 3,500 people were displaced by clashes and military operations in Alishang, Laghman, within the district and to Mehtarlam, according to authorities. Since January, 38,285 people have been displaced in the Eastern Region, 14 per cent of the total displacements in 2017. Southern/South Eastern: According to initial, still unverified reports from local sources, heavy fighting around Chora district centre, Uruzgan, displaced more than 2,000 people within the district. Some 385 people from Babaji area, Lashkargah, arrived in Lashkargah City, Hilmand, according to authorities. A total of 57,536 people are currently displaced in the Southern and South Eastern regions, 21 per cent of the total displacements this year.

Western: Some 1,600 people have been displaced following fighting in Abkamari district, Badghis, according to first reports. In total, 53,222 people are currently displaced in the Western Region, 20 per cent of the total displacements this year.

Natural Disaster

More than a dozen houses were flooded in Awalmeer Village in Ibrahim Khel area, Kunduz. Following joint assessments with ANDMA, all 91 affected people received cash from NRC, tents from UNHCR, NFIs from SCI and WASH kits from DACAAR.

Returnees and Refugees

From 1 to 7 October, a total of 1,053 people spontaneously returned from Pakistan to Afghanistan and 85 were deported, according to IOM. From Iran, 3,935 people returned spontaneously, and 4,773 were deported. This year, 88,838 people have returned from Pakistan and 288,007 from Iran.

In the same reporting period, 606 refugees returned to Afghanistan from Pakistan and 5 from Iran, according to UNHCR. Since January, a total of 52,412 refugees have returned to Afghanistan. Ongoing Response Activities (please also see page 2) During the past week, more than 23,000 displaced people, undocumented returnees and refugees received some form of humanitarian assistance in all regions of the country.

CR: A total of more than 1,100 displaced people in Daykundi, Khost, Paktika and Parwan provinces received cash assistance from ACF, ANDMA, DRC or SI. In Sharana district, Paktika, SI provided cash assistance to 140 vulnerable, undocumented returnees and in Khost, WFP distributed food to 2,450 refugees from Pakistan.

NR: A total of 1,869 people displaced by conflict received humanitarian assistance in Balkh, Faryab and Jawzjan provinces. NRC, ACTED and PIN distributed cash assistance, WFP food and UNHCR and SCI emergency household items.

ER: In Laghman and Kunar provinces, 427 displaced people received AFN30,000 cash from PU-AMI or DRC-DDG, in coordination with authorities. WFP distributed food to 70 undocumented returnees in Nangarhar province, and SCI/DRA assisted more than 4,200 IDPs, returnees and members of host communities with cash assistance. Health Cluster partners provided consultations to 4,555 returnees and displaced people and vaccinated more than 1,000 girls and boys.

SR: Some 1,900 displaced people in Hilmand and Kandahar received cash assistance from NRC or ACF and cash for food from WFP. The families in Hilmand also were provided NFI kits by SCI and hygiene provisions by UNICEF.

WR: In Ghor and Farah provinces, a total of 1,651 displaced people received cash assistance from ACF or DRC, food from WFP and NFIs and hygiene kits from UNHCR. The NGO Coordination of Rehabilitation And Development Services For Afghanistan (CRDSA) inaugurated a pipe scheme in Kamar Kalagh informal settlement on the outskirts of Herat City, providing safe drinking water to 600 families.

Security Incidents and Access Constraints

CR: Due to ongoing fighting, 1,750 people reportedly displaced two weeks ago within Sia Gird/Ghorband district could not be accessed by humanitarian partners for assessments.

NR: Due to continuous conflict, humanitarian partners cannot travel to several districts in Faryab Province or on the highway connecting the province with neighbouring Jawzjan.

ER: Humanitarian access to southern Nangarhar/Shinwari Belt remains restricted in areas controlled by NSAGs. Coupled with the fluid security situation, humanitarian partners are unable to gain a better understanding of humanitarian issues and possible unmet needs in the area. SR: The reportedly forced closure of some 40 health facilities in Uruzgan continued into its third week, depriving an estimated 420,000 people from access to health care.
