BPBA Forms Rehabilitation and Reconstruction Acceleration Team

BANDA ACEH – Aceh Disaster Management Agency (BPBA) formed the rehabilitation and reconstruction acceleration team after the earthquake hit Pidie, Pidie Jaya and Bireuen on December 7, 2016. The information about the formation was delivered by Head in Charge of BPBA Yusmadi in a coordination meeting on rehabilitation and reconstruction in post disaster of earthquake in the three regencies two days ago (16/8) in Banda Aceh, Aceh. The Minister of BNPB Willem Rampangilei, the Secretary General Dody Ruswandi, and Deputy of Rehabilitation and Reconstruction Harmensyah attended the meeting.

Yusmadi said that BPBA had formed the team for monitoring and evaluating in term of working progress in field. The progress refers to the use of rehabilitation and reconstruction grant for the three regencies. “The team has drafted a report of the progress on rehabilitation and reconstruction grant quarterly,” Yusmadi said.

Rehabilitation and reconstruction process is under the government of Aceh according to Governor Regulation of Aceh Number 147 Year 2016 about Action Plan on Rehabilitation and Reconstruction in post-earthquake disaster in Pidie, Pidie Jaya and Bireuen. Nevertheless, there is no allocated budget for some activities on the recovery that should be conducted in 2017.

“Reconstruction on road Meuredeu – Babah Jurong, river bank of Krueng Batee Iliek, Krueng Pandrah and additional road of Trienggadeng that is at the border with Bireuen still requires fund,” Yusmadi said.

“We just received the rehabilitation and reconstruction fund as amount Rp 23,8 billion allocated in the action plan,” he added.

Meanwhile, Official in charge of Pidie Regency Jaya Nasir stated that Pidie Jaya received recovery fund as amount Rp 343 billion.

“The fund is allocated for damaged road, bridge, and building in Panteraja, Trienggadeng, Meureudu, and Bandar Dua,” he said.

Nasir delivered that three technical challenges in Pidie Jaya was at the end of Februari 2017, the regency experienced power outage. It caused computer for processing an auction in term of procurement of goods and services disrupted. On the other hand, official letter of the regent was also required for binding contractual agreement that would be going in 2017 and 2018, based on local regulation for closing book on the twelfth month.

“There is adjustment for targeted locations due to other fund resource,” he added.

The earthquake with magnitude 6,5 occurred on December 7, 2016 at 05:02 local time. The depth of the epicenter was 10 km which located in Pidie, Pidie Jaya and Bireuen. The disaster caused 104 dead (97 dead in Pidie Jaya, 5 in Pidie, and 2 in Bireuen), injured, and damages. Due to the disaster, the Governor of Aceh stated the emergency status for 14 days from 7 – 20 December 2016. It was stated in the official letter of emergency status Number 39/PER/2016. Followed with regulation of Governor of Aceh Number 147 Year 2016 on Rehabilitation and Reconstruction Action Plan for Pidie, Pidie Jaya and Bireuen 2017 – 2019.
