Highlights

  • WFP Chad welcomed a USD 4 million contribution from China to provide food assistance to some 100,000 Sudanese refugees in the East and vulnerable women and children in the Lake Chad region.

  • On 9 June, the Zero Hunger Strategic Review was launched by the former Chadian Prime Minister Nassour G. Ouaido selected as Lead Convener.

  • On 13 June, the Ministry of Production, Irrigation and Agricultural Equipment declared a pastoral crisis in the areas of Barh El Ghazal, Batha, Borkou, Ennedi East, Ennedi West, Kanem, Ouaddaï and Wadi Fira. The acute shortage of pasture and water points creates a worrying situation for livestock in these areas. Authorities called for an 'emergency response' to preserve farmers' livelihoods.

Operational Updates

Refugees and returnees

From 7 to 8 June, the multi-sectoral evaluation mission led by OCHA in the Lake Chad region visited 5 sites in Kangalam to assess the return conditions of former IDPs from Koulkimé and Bibi sites and evaluate the feasibility of the humanitarian response. Findings estimated that close to 11,000 vulnerable people have recently returned to these islands and are in urgent need of food assistance and basic services (Education, Health, WASH). The mission also recommended strengthening their livelihoods to consolidate this return.

WFP joined UNHCR and the French Embassy in Chad in celebrating the World Refugee Day (20 June). A discussion panel on the multi-dimensional response to the refugee crisis in Chad was organized at this occasion. WFP also presented a video about the outcome of the Storytellers Project implemented in Djabal camp for young Sudanese refugees.

From 27 to 29 June, a joint UN and technical and financial partners mission was organized in the south of Chad. The mission visited two refugees and returnees sites near Goré and drew attention to the deteriorating humanitarian situation for refugees and returnees from the Central African Republic in a context of funding shortages. Greater coordination across interventions is expected, building on the existing joint approach of UNHCR, UNICEF and WFP.
Comprised of UN agencies and donor partners, Switzerland, ECHO, Japan, France and the US, the mission provided an opportunity to see WFP Chad voucher and cash distributions to people targeted for assistance.

School meals

On 19 June, WFP Chad welcomed the delegation from the King Salman Center for Humanitarian Aid and Relief. The visit was an opportunity to highlight the donation of 72 mt of dates for the school meals programme. Distributions took place in several schools in the Sahelian belt region.

Challenges

Funding constraints undermine WFP’s capacity to respond to the food needs of refugees in the east and south of the country and Chadian returnees from C.A.R. Most of them receive only half-rations of food assistance.

Partnerships

In Chad, WFP implements all its operations through partners; the network includes 40 international and local NGOs. WFP works closely with the Government through REACH on nutrition, and the Ministry of Agriculture on food security information and analysis. Refugee assistance is implemented in collaboration with UNHCR and the national authorities. The Food Security Cluster is held regularly at national and regional levels and WFP Country Director is the Chair of the UN SUN Network. WFP participates in the humanitarian coordination forums and the UN Country Team, which recently finalized the UNDAF 2017—2021.
