This document represents the outcome of an expert meeting hosted in Geneva by UN Women and the Office of the High Commissioner for Human Rights (OHCHR) in November 2016. The meeting brought together leading experts from relevant treaty bodies, select UN agencies and civil society organisations.

These recommendations underline the need for a human rights-based and gender-responsive approach to migration governance, and provide clear direction on the full inclusion of women’s rights in the formulation and implementation of the global compact on safe, orderly and regular migration. This comprehensive list of recommendations highlights specific areas that need to be strengthened in order to ensure that the rights of migrant women and girls are promoted and protected at all stages of migration, whilst simultaneously recognising women’s agency throughout the migration process.
