Humanitarian Context
Commercial and import uncertainty: Based upon the latest UN snapshot on Shipping, Food and Fuel imports, the costs for the equivalent of the minimum food staples is 24% higher than pre‐crisis levels. In addition, there are worrying signs for food availability in country with significant reductions in ships entering Yemen ports overall. The level of import of fuel is at 39%, which is well below the overall needs in country. WFP released a briefing noting that in the worst case scenario, the numbers of food insecure are likely to increase beyond 21 million people.
Non‐payment of government salaries: Public‐sector salaries have not been paid (or partially paid) since August. It is anticipated within the humanitarian community that the non‐payment of government salaries over time will increase bureaucratic delays, further shrink access and result in increased crime and lawlessness.
