UN Security Council Resolution 2165/2191/2258

Through the unanimous adoption of resolutions 2165 (2014), 2191 (2014) and 2258 (2015) until 10 January 2017, the UN Security Council has authorized UN agencies and their partners to use routes across conflict lines and the border crossings at Bab al-Salam, Bab al-Hawa, Al Yarubiyah and Al-Ramtha to deliver humanitarian assistance, including medical and surgical supplies, to people in need in Syria. The government of Syria is notified in advance of each shipment and a UN monitoring mechanism has been established to oversee loading in neighboring countries and confirm the humanitarian nature of consignments.

Potential Gaps

On 21 June 2016, the unprecedented VBIED attack on the Jordanian border guard forces at Rukban on the northeastern border (“the berm”), led the government of Jordan (GoJ) to declare its entire Jordanian-Syrian borders a closed military zone. As a result, humanitarian operations to assist the population stranded at the berm were suspended and while water trucking has since resumed, the UN and its partners continue to negotiate access to deliver other life-saving assistance, including food, to this vulnerable population. Further west, the humanitarian cross-border response via Ramtha under UNSC resolution 2165/2191/2258 was also suspended and, at the time of reporting, the GoJ’s “green light” for the resumption of convoys was still pending. As soon as approval is received, the UN intends to send large shipments to southern Syria, including medical supplies and surgical kits,
WASH items, education supplies, and food.

Humanitarian Response

Relevant sectors continue to work to respond to the humanitarian needs. During the reporting period, two convoys took place via Ramtha border point before operations were suspended due to the 21 June VBIED attack on Jordan’s border command. Since, many agencies have been able to continue to deliver assistance – albeit in some cases on a lesser scale – due to prepositioning inside Syria which had taken place over previous weeks.
