Republic of Korea - Typhoon Maemi

This update is based on information provided by the RDRA in Kobe, the IFRC and media reports.

I Situation, Damage and Needs

1. The death toll from the devastating Typhoon Maemi that swept through southeast Korea on 12 September at night, rose to 117, and 13 people are still missing, according to the Ministry of Government Administration and Home Affairs. Heavy rain continued to fall on 17 September in the southern provinces of the country, stalling recovery work in the regions ravaged by the typhoon.

2. The property damage is estimated at up to USD 4.1 billion, with 5,000 houses destroyed and another 13,000 homes damaged. Roads and hundreds of bridges were also damaged.

II National Response

3. On 22 September 2003, the Government of the Republic of Korea declared all areas damaged by Typhoon Maemi special disaster zones. The Home Affairs Ministry said the designation cover 14 major cities and provinces, 156 smaller cities and districts, and 1,657 towns and villages.

4. The Government has already disbursed KRW 10 billion (USD 8.5 million) in emergency funds to support the provinces and cities ravaged by the typhoon and it is expected to provide more than USD one billion for recovery efforts. Residents and companies in the concerned areas will receive government compensation and other assistance such as tax benefits.

5. The Korean Red Cross (KNRC) continues to assist people affected by the typhoon.

6. The NGO Korea Food for the Hungry International (KFHI) is providing food and other relief items to 70 families affected.

III International Response

7. On 17 September 2003, the Government of Japan decided to provide aid in kind worth JPY 9.5 million (USD 85,5000) to the victims of the typhoon by supplying 100 sleeping mats, 15 sets of 2,000-liters portable water tanks, 10 sets of 3,500-liters portable water tanks, 15 electric generators and 15 cord reels.

8. The Government of the United States of America has given USD 50,000 to the South Korean Red Cross for the victims of the typhoon, through its embassy in Seoul.

9. The Taipei Representative in Korea has donated USD 100,000 to the Korean National Red Cross for the victims of Typhoon Maemi.

10. The Government of the Republic of Korea has not requested international assistance.

11. OCHA is in close contact with the UN Resident Coordinator in Seoul and the RDRA in Kobe, and will revert with further information, as needed.
