SITUATION
• Typhoon GONI weakened as it approached the Babuyan group of islands in the Strait of Luzon. On 21 August, at 6.00 UTC, its centre was located 40km south-east of Babuyan Island and it had maximum sustained wind speed of 185km/h.
• Over the next 48h, GONI will turn north and then north-east, passing east of the Strait of Luzon islands and Taiwan and heading towards the Yaeyama and Miyako islands in southern Okinawa prefecture (Japan). Its intensity will steadily decrease, but it will still be a Typhoon on 23 August, when it will approach Yaeyama islands.
• Heavy rainfall is already affecting Luzon, with 150mm observed in Aparri, northern Cagayan province on 20 August and 281 mm in Baguio, southern Benguet province over 20-21 August (24h). The NDRRMC reports precautionary evacuations in Cagayan, Benguet and Kalinga provinces, as well as some damage in the transportation and electricity networks in northern Luzon.
• Moderate to heavy rainfall and winds are expected to continue affecting northern Luzon within the day. Public Storm Warning Signals #2 and #3 are in effect for the northern provinces. Taiwan has issued an Advisory for heavy rain in the south-eastern counties. No Warnings are in effect in Japan, as of 21 August.
