BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Haiti’s Human Development Index (HDI) ranks 170 out of 189 countries in 2020. Rates of extreme poverty and poverty are high and their cause is multidimensional. This poverty is manifested in particular by high illiteracy rates, a life expectancy of 63.7 years in 2018, high infant mortality and significant gender inequalities. A large majority of the population does not have access to basic services such as drinking water, electricity, sanitation and health coverage.

In addition, Haiti is vulnerable to natural disasters. It is considered the fifth most exposed country to natural disasters. The country has suffered, in less than ten years, more than four major disasters from which the country is still struggling to recover: the earthquake of 2010, tropical storm Isaac and hurricane Sandy in 2012, hurricane Matthew in 2016, hurricane Irma and Maria in 2017 and the earthquake of 2021. The country is therefore exposed to earthquakes, the passage of cyclones and also to drought waves linked to the El Nino phenomenon (2018).

Beyond these factors, food insecurity is driven by the poor performance of the agricultural sector combined with the strong dependence on imports of food products (more than half of the food products present on the market) in particular for rice (83%). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures and high inflation rates in recent years.

The latest IPC (Integrated Food Security Classification) results presented in March 2022 report that 4.5 million people will need food assistance in Haiti between March and June 2022 (including 1,3 M of people in IPC 4—Emergencies), which represents 45% of the Haitian population.

These worrying results are largely linked to [1] the political crisis that has taken hold in the country since July 2018 which has led it into an economic and social crisis, [2] to an agro-climatic crisis with significant pockets of drought in the country causing a significant decrease in agricultural production. In addition, the COVID-19 pandemic has contributed to the increase in food insecurity. The growing insecurity and the blocking of certain access points to the country, in particular the road leading to the Great South, have worsened the indicators of food insecurity.

Thus, the World Food Program in Haiti has defined its strategy to fight against hunger in the Country Strategic Plan [CSP 2019–2023] which provides, among other things, for activities related to emergency food assistance to populations affected by a shock, the establishment of nutrition-oriented social safety nets, the strengthening of the capacities and livelihoods of small producers as well as their resilience in the face of climate change in particular, and the strengthening of the capacities of national and local actors to the fight against hunger. A new CSP exercise will take place in 2022 to determine the 2024–2028 plan.

The multiplication of operations entails an additional need for human resources, in particular to guarantee good management of all the information useful to support the internal and external decision-making and communication processes at WFP. The WFP then requires an information manager at the level of Port au Prince to support the Program unit in its entirety.

SHARED WORKTIME ALLOCATION:

The IM’s time will be shared in respect of the following ratio:

  1. As main task, (s)he will dedicate 60% of her/his time to maintain a strong support towards the HTCO PROGRAMME UNIT in general and EMERGENCY RESPONSE in particular,
  2. (S)he will continue to support all other activities in place at HTCO as to integrate all data, and support the COMMUNICATION, DONOR RELATION, the FOOD SECTOR, M&E, SCOPE and SUPPLY CHAIN units with their informational requests [20% of his time],
  3. Start supporting WFP Dominican Republic [DR] with data mapping and data integration processes [20% of his time].

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall authority of the DR Country Director [CD], the IM will keep her/his previous reporting lines at HTCO, while reporting directly to the DR CD for her/his new activities. Her/his tasks will go as follows:

  1. Maintain a constant upkeep of the “information management” tools already in place at the Office of the WFP in Haiti,
  2. Propose the appropriate tools/mechanisms to centralize all relevant information concerning the operations of the various WFP activities in Haiti in order to communicate internally and externally and then to improve decision-making processes,
  3. Contribute to the establishment of an “information management” system for the management and sharing of the information fleet on social protection nets [PSARA Program],
  4. Contribute to the development of dashboards and data dissemination products managed by Headquarters or the Regional Office,
  5. Monthly coordinate and consolidate for submission the data destined to the Food Security Sector and CBTWG comprised in the 3/4/5W tools,
  6. Support the information dissemination process internally and externally by producing maps, fact sheets, infographics, etc.,
  7. Support the accountability process with local and national authorities by drafting monthly and/or quarterly progress reports on the activities of WFP interventions in Haiti and by proposing other relevant tools for sharing information,
  8. Coordinate with other units involved in operations [communication, M&E, Supply Chain among others] for information sharing and thus facilitate coordination for proper implementation.
  9. Support the Program unit in the process of writing reports to donors weekly, interim, ad hoc and end-of-project but also the development of project proposals in close coordination with the head of donor relations,
  10. Support the preparations for the weekly meetings of the Program and Resilience units through distribution data consolidation,
  11. Lead for the Programme Unit the establishment of a shared archiving system [Teams,

ShareFolder] standard and according to established tree structure,

  1. Establish a clear archive and keep it up to date with key “IM” resources [e.g.: maps, state progress of the objectives of the interventions, infographic] that can be available at any time for the exploitation of colleagues and management,
  2. Act as WFP HTCO liaison officer for different support required by Haiti and DR WFP COs.
  3. Support the DR office with similar functions linked to data integration & reporting,
  4. Carry out, at the request of his supervisor, all other tasks aimed at the smooth running of activities.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. A table of data flows collected by the program unit is in place and available for exploitation
  2. The tools for facilitating the collection of information, processing and visualization are in place
  3. An integrated data collection system from the field to the country office is in place
  4. Reports to local authorities are shared monthly/quarterly
  5. Attractive visuals to increase the readability of the information shared by the program division are produced regularly with up-to-date data
  6. The database for all reports is available and up to date
  7. The dashboard for up-to-date data visualization is in use and up to date
  8. The inputs from the WFP Haiti Office at 3/4/5W of the Food Security Sector and CBTWG are regularly shared with relevant stakeholders
  9. An up-to-date filing system with key “IM” resources is in place
  10. The standard shared archiving system [Teams, ShareFolder] and according to established tree structure is in place for the Program Unit
