This position is located in the Finance Unit of the County Based Pooled Funds Section (CBPFS), Pooled Fund Management Branch, Humanitarian Financing and Resource Mobilization Division, Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
The Finance & Budget Officer heads the Finance Unit and reports directly to the Chief of CBPFS, noting that the incumbent is accountable to the Executive Officer of OCHA on financial matters.
Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:
- Reviews and analyses accounts and prepares financial reports.
- Provides substantive support to relevant OCHA senior management in their review of the Country Based Pooled Funds.
- Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements of the office.
- Provides detailed input with respect to resource requirements for budget submissions.
- Reviews, analyzes and finalizes program budget/financial implications.
- Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
- Manages and monitors budget implementation and recommends reallocation of funds as necessary.
- Monitors expenditures to ensure that they remain within authorized levels.
- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting.
- Participates in meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues.
- Keeps up to date on documents/reports/guidelines that have a bearing on matters related to CBPF budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Drafts reports for governance bodies and for management on budgetary issues, and correspondence.
- Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.
- Acts as Approving Officer under Financial Rule 105.6 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
- Ensures the integrity of financial and management systems and the controls that underpin them.
- Support the development of the CBPF Grant Management System (GMS).
- Provides support with respect to representation of the Secretary-General in meetings of legislative organs.
- Liaises internally (within OCHA) and externally (with relevant counterparts in the Multi-Partner Trust Funds Office, UN Agencies, Finance Division, Treasury and other partners) regarding financial matters related to CBPF.
- Receives audits.
- Represents the office in inter- and intra-departmental meetings.
- May plan, organize, manage and supervise the work of the Unit assigned.

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years with progressively responsible experience in finance, administration, budget, business administration or related area is required.
Experience in finance/budget within the UN Common System, NGO, multilateral aid agency or comparable international organization is required.
A minimum of three years of international field experience in a humanitarian context in the last seven years is desirable.
Experience managing extra-budgetary funding is desirable.
Experience with field related financial functions is desirable.
Experience with ERP system and grant management system is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
The duration of the assignment on the post of Finance and Budget Officer, [Post 30087952], in the PFMB of the Office for the Coordination of Humanitarian Affairs, New York will be for an initial period of one year. If the assignment is subsequently extended, the total period of the assignment may not exceed the maximum period of four years.
Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
