Project Lead, USAID Global Inclusive Development Activity

IREX seeks qualified Project Lead candidates for an anticipated USAID-funded inclusive development Leader with Associate Award (LWA) mechanism to bolster USAID Missions and DC-based operating units’ ability to represent and address the needs of marginalized, under-represented populations and/or people in vulnerable situations (MUGPVs). Associate Awards (AAs) released under this LWA mechanism will address programmatic gaps USAID Missions have in assessing the needs of, engaging with, and supporting the priorities of marginalized and underrepresented groups around the world. This includes accompanying local organizations in their ongoing efforts to transform their societies to be more inclusive, equitable, and responsive to the needs of marginalized communities across diverse geographic regions and areas of programming. The Project Lead will be based in the global south and provide day-to-day implementation oversight, leadership, and support for the collaborative, transparent, and efficient coordination of AAs.

This position is contingent on funding and is only open to *citizens of, or permanent residents with work authorization in, countries in the global south. Applicants from marginalized or underrepresented groups are highly encouraged to apply. This position is remote-based.*


· Serve as core member of project leadership team responsible for providing strategic and technical leadership to the project.

· Serve as liaison with USAID, IREX’s consortium, and key stakeholders, including local organizations led by and/or serving MUGPVs, local government officials and private sector partners, as well as other donors and implementers.

· Develop strong collaborative, supportive, and mutually respectful relationships with diverse team members, with other leaders at IREX, key stakeholders and partner organizations.

  • Co-create effective, equitable, and inclusive LWA governance processes that empower diverse partners to participate in decision making, agenda setting, and resource allocation.
  • Support processes to ensure individual AAs achieve inclusive development objectives and contribute to the growing evidence base and learning agenda related to those objectives.
  • Collaboratively oversee associate award project budgeting and forecasting, financial management, and subgrants management and ensure contractual compliance, all with increasing responsibility progressively transferred to recipients.
  • Lead and facilitate all aspects of associate award project cycle, including co-design processes for assessments, technical approaches, monitoring and evaluation, as well as iterative learning and adaptation and mechanisms for downward accountability.
  • Lead specific project components.
  • Ensure diversity, equity, and inclusion throughout the project.
  • Supervise, manage, and mentor project staff; lead recruitment of specialized technical staff.
  • Other duties, as assigned.


  • Must be a citizen of, or permanent resident with work authorization in, a country in the global south.
  • Minimum of seven (7) years of progressive experience, with specific experience supporting programming with and for marginalized and underrepresented populations; USAID experience preferred.
  • Successful track record of at least three (3) years supervising, managing, and/or implementing programmatic efforts to achieve more equitable access and outcomes in education, employment, civic and political engagement, gender, health, and/or agriculture/food security within the development, social enterprise, and/or business sectors; USAID experience preferred.
  • Demonstrated experience and expertise in operationalizing donor localization strategies and inclusive development approaches that shift power and promote the rights and inclusion of marginalized and underrepresented populations in the development process.
  • Proven leadership qualities including a leadership style that empowers team members and follows principles of inclusive development.
  • A positive attitude to take initiative and work effectively within a team.
  • Demonstrated empathy and cultural competence to facilitate inclusive collaboration with diverse team members.
  • Demonstrated capacity to develop strong working relationships with senior officials in government, civil society organizations, international donors, and other stakeholders.
  • Excellent record managing and building high-performance teams and working to build the capacity of colleagues.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
  • Bachelor’s degree in a related field required; master’s degree highly preferred.
  • Professional fluency in English; professional proficiency in a second language preferred.
