Global Communities is seeking an experienced Technical Director for an anticipated Primary Health Care (PHC) Activity in Ethiopia. The purpose of this award is to improve maternal, newborn, child and adolescent health, family planning, and reproductive health (MNCAH/FP/RH) outcomes by strengthening PHC. The activity will build local capacity and closely work with the MOH and the respective RHBs to improve Primary Health Care (PHC). It supports implementation of the Health Extension Program (HEP) Roadmap and the Government of Ethiopia’s overall effort to achieve the Health Sector Transformation Plan (HSTP).
The Technical Director is responsible for technical leadership of the MNCH/FP/RH and HIV program and for managing a team of senior staff and sub-partners and ensuring quality, timeliness, and efficiency of all products and activities generated under the project.
- Develop and oversee implementation of integrated PHC program strategies to be in line with USAID and Ministry of Health guidelines.
- Ensure technical and programmatic quality of the PHC program (including oversight of MNCH/FP/RH, HIV and social mobilization, and gender activities).
- Provide the technical team with adequate and up-to-date technical guidelines, standard operating procedures, quality standards, evidence-based models, and other technical tools.
- Provide oversight, mentoring and capacity building at the individual, organizational, and programmatic levels for all technical areas of the MNCH/FP/RH program.
- Ensure that social determinants of health such as conflict, gender, capacity and inclusion are appropriately addressed within the project’s technical strategy and implementation.
- In collaboration with the project’s MEL Advisor, help establish a monitoring system (e.g., indicators and data collection methodologies) to track quality and reach of program activities; ensure that lessons learned from project implementation inform field discourse and programmatic decisions at all levels and participate in the development and implementation of a learning agenda and research agenda for the project.
- A Master’s degree or higher in management, public health, social/behavioral sciences, or in a closely related field is required;
- At least eight years of progressively increasing technical leadership/management responsibility, including experience with direct supervision of professional staff, preferably with a program of an equivalent size and scope is highly desired;
- Experience interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials is desired;
- Experience managing and coordinating USAID-funded complex multi-sectoral development programs, in Ethiopia is desired;
- At least eight years of experience working with US Government cooperative agreements or contracts in senior program management capacity is desired;
- Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts is desired;
- Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service-orientated NGOs, civil society organizations, donors, etc. is desired;
- Excellent ability to communicate effectively in English, both verbally and in writing is highly desirable. Fluency in Amharic required.
