Save the Children is seeking a Technical Director for an anticipated USAID-Côte d'Ivoire malaria prevention and control activity. This transformational activity focuses primarily on clinical and community-level malaria diagnosis and treatment, and coordination and technical support for the National Malaria Control Program. With the COP, the Technical Director will be responsible for all technical aspects of the project, ensuring interventions implemented are aligned with national strategies and plans, follow national and international standards and are technically state-of-the-art and effective. The Technical Director will lead a team of malaria technical experts contributing to the achievement of activity results. The position will be based with Abidjan, Côte D’Ivoire, with local travel required as needed.

This position is contingent upon donor approval and funding.

What You'll Be Doing (Essential Duties)

  • Serve as Save the Children’s main technical representative to USAID’s Presidents Malaria Initiative (PMI), the Ministry of Health and other malaria stakeholders as required.
  • Oversees and leads a team to design, implement and monitor implementation of technical activities related to the integrated delivery and scale up of proven malaria interventions (eg.. community -and facility-level case management, and surveillance). Ensures technical rigor of approaches and activities in line with global, regional, and country-specific best practices.
  • Support the development of strong MEAL mechanisms, program monitoring tools and efficient systems to ensure high quality implementation; allow for timely and accurate decision-making and course corrections when evidence acquired through the activity’s MEAL mechanisms suggest the need for change. Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the Cote d ’Ivoire setting.
  • In collaboration with the project’s Monitoring, Evaluation and Learning Advisor, the Technical Director monitors program results and is responsible for ensuring that the project provides high quality services, meets its annual targets, and maximizes positive outcomes.
  • Ensures collaboration with the President’s Malaria Initiative, Ministry of Health, USAID Implementing Partners, and other partners working in USAID intervention zones.
  • Ensures the timely and quality completion of all program technical deliverables and reports in accordance with USAID guidelines.
  • Oversees and coordinates activities of regional staff while directly supervising technical leads.
  • Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities.

Manage staff performance and oversee that all direct staff proactively build and maintain their technical skills and competencies required.

Required Qualifications

  • Master’s Degree in public health, biological sciences, environmental sciences, entomology, or related areas of expertise is preferred; Bachelor’s Degree is required.
  • Minimum 10 years’ of professional experience designing, managing and implementing large and complex malaria intervention and control programs in Africa. This includes at least 5 years supervisory experience with USG-funded international health project design, monitoring and evaluation methodologies including qualitative and quantitative skills.
  • In-depth knowledge of USAID approaches and regulations is required and demonstrated experience working with PMI is preferred. Prior experience working on malaria control programming in Côte d’Ivoire and partnering with or working with NMCP and other malaria stakeholders strongly desired.
  • Prior experience as a Sr. Technical Advisor with strong knowledge of USAID technical, administrative, management and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Creative problem solving skills with the ability to work effectively in resource-constrained environments.
  • Familiarity with the political, social, and cultural context of Cote d’Ivoire is preferred.
  • Excellent oral and written communication skills in English and French.
