The IRC is delivering healthcare services in humanitarian settings around the world, including conflict-affected countries and refugee settings. The IRC’s vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC’s Technical Excellence Unit (TE) provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice. The TE Unit is comprised of six technical Units, all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Gender Equality, Governance, Health, Violence Prevention and Response. These technical units work closely with the Research and Innovation Unit.

The health technical unit is organized in four sectors; primary health, reproductive health, environmental health and nutrition. The structure emphasizes a clear division of roles between technical assistance core and important functions versus other specialized support/thought leadership functions in order to best meet the needs of country programs and regions. In 2019 the health technical unit supported programming in 6 regions and over 30 countries.

Job Overview/Summary: The Health Unit and IRC country programs conduct a variety of monitoring and evaluation activities including studies, surveys, design and implementation frameworks and M&E strategies, technical support to country programs, capturing lessons learned from programs and contribute to organization wide measurement activities. The Health M&E Officer will backstop a variety of ongoing activities, directly support program health and nutrition evaluations, provide targeted support to monitoring of country health programs, support health unit strategic M&E priorities, and support the evaluation and learning agenda from COVID adaptions, and also support other research opportunities that align with the Heath Technical Unit’s research and programmatic areas or other emergent topics.

The Health M&E Officer will report directly to the Health M&E Advisor.

Key Responsibilities:

It is expected that the Health M&E Officer will spend around 50% of their time designing, implementing, and/or assisting in health and nutrition program evaluations, and the remaining time backstopping health M&E technical support and activities. Overall, the M&E Officer will:

•Support of nutrition surveys, specifically SQUEC, SMART and IYCF surveys

•Support monitoring and evaluation of primary health care programs

•Provide targeted country support for routine monitoring

• Support the evaluation and learning agenda for COVID adaptions

•Support Health Unit M&E strategic initiatives.

Specific Responsibilities:

Support Health Unit in M&E strategies:

•Contribute to M&E technical support to country programs (including support to developing Theories of Change, M&E frameworks and processes, etc);

•Support to the Outcome and Evidence Framework strategy to identify country programs which need to improve their Good and Great standards and ensure these programs are up to speed and meet minimum standards;

•Contribute to the M&E sections of business proposals

•Participate in the coordination of the IRC’s Annual Statistics data collection process, review and analysis;

•Contribute to identifying lessons learned from country programs and packaging them into briefs, concept notes or other formats for dissemination

Specialized Country Support (Country-led projects):

Provide specialized support to country programs on research and evaluation efforts

•Provide technical review of research/evaluation concept notes from country programs or potential external research/evaluation partners and assist in go/no go decision-making

•Assure methodological soundness of research studies and evaluations and backstop country teams

•For specified research or project evaluations, design and supervise data collection, entry, analysis, and reporting

•Conduct training of national research staff

•Participate in preparation of manuscripts for peer review and presentations for conferences

•Support development of research ethics applications for specified studies

•Contribute to R/MEAL sections of programmatic proposals

Coordination of Research Projects (Technical Unit-led projects):

Engage in project design and business development

•Identification of funding opportunities focusing on research in non-priority health research focus areas, including prepositioning work and partnership and donor cultivation

•Strategic opportunity analysis, including provision of input into go/no-go decisions on proposals and partnerships related to topic, practicality, and feasibility

•Identification and vetting of academic partners

•Negotiation of teaming agreements

•Lead or backstop efforts related to proposal development for research projects

Coordinate research project implementation

•Prepare research ethics applications for specified studies

•Recruit and onboard research staff

•Support grant opening meeting activities

•Oversee research project implementation

•Coordinate and contribute to the development of all external project reporting and manuscript preparation

•Serve as the focal point for ongoing partner coordination and donor communication

•Work with the communications team on documentation and dissemination

Other:

•Maintain database of health research projects, research reports, and manuscripts

•Other duties as assigned by supervisor

Qualifications

•Graduate degree in public health, statistics, health policy or relevant topic;

•Experience in LMIC / humanitarian settings;

•Good understanding and proven experience in monitoring and evaluation;

•Good understanding and proven experience in health research methods, data analysis and quality control;

•Strong statistical skills, and working knowledge of SQUEC, SMART and IYCF surveys;

•Ability to work in French desirable;

•Experience working with digital technology for health platforms (CommCare, KoBo, PowerBi) desirable
