6 Month FTC with a possibility of extension
Full time (40 hours per week) but with some evening and weekend work. Occasional travel locally and internationally.
Internews in Myanmar: Internews has a remarkable 17+ year track record working inside and adjacent to Burma/Myanmar, delivering technical assistance, capacity building, innovative ICT solutions, and sub-grant support to media and civil society.
PROTECT is a multi-faceted international aid project funded by the UK Governments’ Department for International Development (DfID). PROTECT, seeks to foster open societies based on expanded and protected civic space and stands for: Protecting Rights, Openness and Transparency-Enhancing Civic Transformation. The work is delivered by a consortium of specialist NGOs and expert organisations, led by ARTICLE 19 with partners Internews, the International Centre for Not-for-profit Law (ICNL) and the Humanist Institute Development Cooperation (Hivos). The objectives of PROTECT, are focused on and will be designed and delivered through partners in Kenya, Malawi and Myanmar.
The Myanmar Country Coordinator will oversee Internews’ work for PROTECT and coordinate the PROTECT Country Team, comprised of up to four consortium partners in Myanmar. Together with this team, he/she will support the strategic direction of the PROTECT Myanmar programme to ensure synchronised programme development and implementation in the achievement of project objectives. S/he will have a holistic view of the PROTECT programme and understand how the Myanmar country work fits into the bigger PROTECT programme objectives. S/he will ensure that activities during the co-creation and implementation phases stay on track and are in line with donor requirements.
The Myanmar Country Coordinator will directly communicate with consortium partners, the donor, and other key stakeholders in country. S/he will be the main conduit for information about the Myanmar PROTECT Programme to the rest of the PROTECT consortium and represent this work at Steering Committee level. S/he will be responsible for ensuring project visibility at the local and national level in coordination with consortium partners and other key stakeholders.
The Country Coordinator is expected to provide inclusive leadership by listening to both consortium partners and Internews teams and must have experience in matrix management, with different reporting levels. The Country Coordinator will report to Internews Country Director in Myanmar and with cross reporting the PROTECT Consortium Manager.
Country Strategic planning and programme management: develop, update and ensure implementation of a shared vision and strategy for the consortium
- Coordinate with consortium partners and other key stakeholders, in all aspects of project planning, monitoring and implementation for Myanmar.
Coordinate a participative process of co-creation that closely involves consortium and expert partners including the following:
During the Co-creation phase: Organize 2 key stakeholder meetings including coordinating travel and accommodation of attendees, creation of meeting agenda, mobilization of local partners, deal with venue rental, catering etc.
During the Co-Creation phase: Facilitate visits by researchers including logistics on the ground for local travel and meetings, as well as liaison with local organizations to contribute to research.
Coordination of the Country team, composed by a representative of each Consortium partner, to ensure that the team fulfils its responsibilities.
Oversee implementation of the PROTECT consortium programme in Myanmar. S/he has strategic oversight on deliverables, to ensure that programme goals are met.
Act as the primary relationship manager with DfID (/UKAID) in Myanmar, within the consortium and with external stakeholders, including responding to information requests.
Provide technical oversight of the Myanmar programme to ensure that the programme is designed and implemented in accordance to defined goals, learning, best practice and the requirements of DfID (/UKAID).
Ensures that consortium partners and Internews implementation team are engaged in decision-making and receive the organisational and technical capacity needed to successfully complete their grant-funded activities in Myanmar.
Monitors performance of the PROTECT programme in Myanmar and makes recommendations regarding scale-up potential or proposing corrective actions when challenges arise.
Internews Project management: Ensure effective programme delivery, ensure grant compliance and promote learning and advocacy
- Ensures high quality narrative and financial work plans and reports, grant management, monitoring and evaluation, linking and learning, and financial management.
- Works closely with Internews and IPPF MEL staff to ensure programme quality, evidence of results and adaptive learning and the results framework is fully understood and integrated into programme delivery.
- Works closely with Internews and IPPF Finance Coordinator and Admin staff to ensure sound financial management and adherence to financial policies and procedures including due diligence, procurement and contracting of consortium and expert partners, in line with Internews and donor requirements.
Contribute to organisational learning and development including by:
- Ensures that knowledge and learning is shared across the organisation and contributes to the strategic development of Internews.
- Participates in team meetings and other internal organisational and decision-making groups.
- Lead as appropriate the recruitment of staff and consultants.
- Represents Internews and PROTECT at external events and forums.
- Undertakes other tasks associated with this role which may reasonably be required by Internews Country Director and PROTECT Consortium Manager.
Education and Qualification
- Educated to degree level or;
- Substantial work experience demonstrating graduate level ability.
- At least 5 years relevant experience in media development work;
- At least 3 years relevant experience in project management (planning, risk management, monitoring and evaluation) in a leading role;
- Strong experience in monitoring and evaluation of complex projects;
- Experience in organisational representation, coordination and liaison;
- Experience of matrix management;
- Proven experience in narrative and financial reporting on complex projects to international donors;
- Experience in implementing projects within partner networks or consortia.
Knowledge, Skills and Ability
- Knowledge of media development issues and/or key freedom of expression issues, international human rights law and awareness of mechanisms for the protection of human rights;
- Excellent conceptual, planning, organisational and leadership skills:
- Ability to rapidly assimilate and digest large volumes of information;
- Excellent interpersonal skills, including the ability to negotiate and maintain good relationships with external stakeholders.
- Ability to work under pressure, prioritise and to handle large workloads within set deadlines;
- Good judgement and ability to take high profile decisions;
- Excellent written and verbal communication skills in English.
- Must already have the right to work in Myanmar
