Tropical Storm Mindulle evolved rapidly from a tropical depression in the East Sea of Viet Nam early in the morning of 23 August 2010. On 24 August, the storm made landfall in Viet Nam’s South‐Northern and North‐Central provinces, prompting the evacuation of more than 30,287 people. The most affected provinces were Thanh Hoa, Nghe An, and Ha Tinh, where four people were reported dead, 10 missing and 20 injured. (UNCT, 25 Aug 2010)

Between 24 and 29 August, Tropical Storm Mindulle also battered 13 provinces in the North and Northeast of Thailand. In response, the Defense Ministry provided 144 army personnel and 12 trucks to assist people in Prae, Lampang, Chiang Rai, and Lampoon provinces hardest hit by the floods, while the Ministry of Agriculture and Cooperatives prepared 577 water pumps for drainage.
