On 10 Mar 2010, Cyclone Hubert hit the East Coast of Madagascar. The moderate cyclone was accompanied by heavy rainfall, which caused flooding in seven districts namely Nosy Varika, Mananjary, Manakara, Vohipeno, Farafangana, Vangaindrano (south east) and Ambatondrazaka (middle east) districts. 192,000 persons were affected, 85 deaths were reported, 132 people were wounded and 35 people went missing. The road networks were damaged, leading to limited accesses to some of the affected areas. (IFRC, 23 Nov 2010)
